- Solicitation FARGO-MOORHEAD METRO FLOOD RISK MANAGEMENT PROJECT SCOPE OF WORK DESIGN SOIL EXPLORATION PHASE 2 DISTURBED LABORATORY SOIL TESTING General Description of Work: The US Army Corps of Engineers (USACE) will be conducting soil borings in the Fargo-Moorhead metro area for the Fargo-Moorhead Metro Flood Risk Management (FMMFRM) Project. During the exploration, the USACE will collect disturbed (jar) samples which require laboratory tests to be completed on them. The Contractor shall perform the soil tests as defined by the The CLIN Structure in this contract which lists the type of tests, the American Society for Testing and Materials (ASTM) procedure associated with each test, and the number of tests. Laboratory Requirements: The laboratory shall be USACE validated for the tests that are required. All testing must be performed at the USACE validated laboratory and be completed within 30 days of the receipt of the samples. The laboratory shall store the samples for 90 days after the submission of an invoice for the completed tests. After 90 days, the laboratory shall dispose of the samples. The samples are typically provided in glass wide-mouthed 1-pint jars, 12 jars to a box. This project does not anticipate testing soils that are contaminated. Execution: The USACE will begin the soil exploration program in October 2014 and it will go through August 2015. The Contractor shall expect to receive samples periodically throughout this period, the majority of the samples between October 2014 and March 2015. The Contractor must be capable of completing the testing and providing results within 30 days from the date a sample is received. Upon receipt of the samples, the Contractor shall provide the USACE a schedule for when samples will be prepared, tested, and completed. The Contractor shall provide an update to the schedule bi-weekly. The USACE will deliver the disturbed (jar) samples directly to the laboratory if the laboratory is located within the Fargo-Moorhead metropolitan area or within 25 miles of the St. Paul District Office, 180 5th St. East, Suite 700, St. Paul, MN 55101. The laboratory shall have the capability of receiving samples between the hours of 0630 and 1830. The USACE representative will coordinate delivery with the laboratory 24 hours in advance. If the laboratory is located outside the Fargo-Moorhead metropolitan area, the laboratory will be required to either designate a location within the Fargo-Moorhead area for the USACE representative to deliver the samples or arange for transportation of the samples from the drilling location to the contracotrs laboratory. The laboratory shall have the capability of receiving samples between the hours of 0630 and 1830. The location/transportation method shall be secure and climate controlled to protect samples from freezing or excessive heat. A representative for the laboratory shall sign for the samples to assure a proper chain of custody. The USACE representative will coordinate delivery with the laboratory 24 hours in advance. The Contractor shall provide the testing results to the USACE electronically, via email, when the tests are completed and reviewed by the Contractor. The Contractor shall sign the reports to indicate that the reports have been reviewed. The electronic files shall be PDFs of the testing reports. The reports shall only report the sample results associated with a single boring. Sample results from multiple borings shall not be documented together. The USACE reserve the right to require the Contractor to revise the reports if errors and omissions are found and resubmit them. In addition to providing PDFs of the reports, the Contractor shall also provide the results in a format such that the results can be imported into a gINT project. The format maybe a gINT project file or a formatted Microsoft Excel file. The required format of the Microsoft Excel file is attached. The Contractor shall coordinate with the USACE technical point-of-contact on the format and delivery of the test results. Payment: The Contractor must quote a unit price for each type of test or service listed above, along with the total price per test type (unit price x number of tests). The Contractor will be paid based on the quantity of tests completed. The Contractor can submit monthly bills and will be paid for all testing that has been completed and for which test results have been received. When submitting the bill, the Contractor shall provide a list that indicates what samples and what tests have been completed and reported to the USACE.
