- THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. THIS SOURCES SOUGHT SYNOPSIS IS IN SUPPORT OF MARKET RESEARCH BEING CONDUCTED BY THE UNITED STATES ARMY TO IDENTIFY POTENTIAL ENGINEERING SERVICES SOURCES, AND IF THIS EFFORT CAN BE COMPETITIVE OR A SMALL BUSINESS SET-ASIDE. THIS SOURCES SOUGHT IS TO NOTIFY COMPANIES THAT THE U. S. ARMY, REDSTONE ARSENAL, AL IS SEEKING SOURCES FOR THE NON-RECURRING ACTIVITY FOR THE MODERNIZATION OF APACHE LONGBOW FCR AND THE UNMANNED AERIAL SYSTEM (UAS) TACTICAL COMMON DATA LINK (TCDL) ASSEMBLY (UTA) OPERATIONAL FLIGHT PROGRAM SOFTWARE. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS, NOR DOES THE U.S. ARMY INTEND TO AWARD ON THE BASIS OF THIS REQUEST FOR SOURCES SOUGHT OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. THE U.S. ARMY APACHE ATTACK HELICOPTER PROJECT OFFICE IS SEEKING SOURCES FOR THE NON-RECURRING ACTIVITY FOR THE MODERNIZATION OF APACHE LONGBOW FIRE CONTROL RADAR (FCR) RADAR ELECTRONICS UNIT (REU) AND THE UNMANNED AERIAL SYSTEM (UAS) TACTICAL COMMON DATA LINK (TCDL) ASSEMBLY (UTA).THIS EFFORT PROVIDES FOR DEVELOPMENT, INTEGRATION, AND TESTING OF FCR REU AND UTA TECHNOLOGY INSERTIONS THAT ARE SLATED FOR LOT 6 PRODUCTION. THE FCR LOT 6 TECHNOLOGY INSERTIONS INCLUDE REU OPERATIONAL FLIGHT PROGRAM SOFTWARE DEVELOPMENT FOR MARITIME TARGETING MODE (MTM), RANGE EXTENSION CAPABILITY, AND AIR TARGETING COMBAT IDENTIFICATION (CID) CAPABILITY USING A GOVERNMENT-FURNISHED CLASSIFIER. PREVIOUSLY DEVELOPED FCR SOFTWARE CAPABILITIES TO BE INTEGRATED WITH THE AIRCRAFT ARE SINGLE TARGET TRACK (STT), NON-TARGET DESIGNATION, DIGITAL TERRAIN ELEVATION DATA (DTED) DATA UTILIZATION AND ELEVATED ALTITUDE IMPROVEMENT CAPABILITY. THE FCR AND UTA LOT 6 SOFTWARE SHALL INTEGRATE THE FCR AND UTA WITH ! THE MODERNIZED RADAR FREQUENCY INTERFEROMETER FUNCTIONALITY. THE UTA SOFTWARE SHALL BE UPDATED AND TESTED AS NECESSARY TO KEEP CODE COMMONALITY WITH THE FCR. THIS SOFTWARE DEVELOPMENT EFFORT INCLUDE TECHNICAL SERVICES AND SYSTEMS PROJECT MANAGEMENT REQUIREMENTS NECESSARY TO SUPPORT THE AIRCRAFT INTEGRATOR IN DETERMINATION OF TRAINING, PUBLICATIONS/INTERACTIVE ELECTRONIC TECHNICAL MANUALS, AND TECHNICAL DATA IMPACT. THE FCR CONTRACT OPTION IS FOR A FCR SOFTWARE UPGRADE AND TECHNICAL MANUAL VERIFICATION IF NEEDED DUE TO OPERATIONAL TEST AFTER ACTION REQUIREMENTS. THE LOT 6 FCR AND UTA INSERTIONS ARE REQUIRED TO BE AVAILABLE FOR INDEPENDENT GOVERNMENT ASSESSMENT AT THE APACHE GUARDIAN LOT 6 HELICOPTER FINAL OPERATIONAL TEST AND EVALUATION (FOTE) II SCHEDULED FOR MARCH 2017. THE GOVERNMENT WILL USE THIS INFORMATION TO DETERMINE THE BEST ACQUISITION STRATEGY FOR THIS PROCUREMENT. THE GOVERNMENT IS INTERESTED IN ALL BUSINESSES TO INCLUDE 8(A), SMALL BUSINESS AND SMALL DISADVANTAGED BUSINESS, SERVICE-DISABLED VETERAN-OWNED, HUBZONE, AND WOMEN-OWNED SMALL BUSINESS CONCERNS. ADDITIONALLY, PLEASE PROVIDE ANY ANTICIPATED TEAMING ARRANGEMENTS, ALONG WITH A DESCRIPTION OF SIMILAR SERVICES OFFERED TO THE GOVERNMENT AND TO COMMERCIAL CUSTOMERS FOR THE PAST THREE YEARS. ANY RESPONSES INVOLVING TEAMING AGREEMENTS SHOULD DELINEATE BETWEEN THE WORK THAT WILL BE ACCOMPLISHED BY THE PRIME AND THE WORK ACCOMPLISHED BY THE TEAMING PARTNERS. THE GOVERNMENT SEEKS QUALIFIED CONTRACTORS TO PROVIDE CONCEPTUAL PAPERS, DESIGN INFORMATION, TECHNOLOGY AVAILABILITY, MATURITY, IDENTIFICATION OF RISKS, PRODUCT DESCRIPTIONS, AND SUPPORT REQUIREMENT DATA ADDRESSING ALL OR ANY PART OF THE REQUIREMENTS. ADDITIONALLY, THE U.S. ARMY IS SEEKING SOURCES WITH A STRONG BACKGROUND, HISTORY, AND/OR PAST PERFORMANCE IN STREAMLINING AND FACILITATING RAPID ACQUISITION, ADDRESSING OBSOLESCENCE, ENHANCING USG-CONTRACTOR INTERACTIONS, AND CONTAINING COSTS WITH COMPREHENSIVE COST CONTROLS. RESPONDERS SHALL PROVIDE THEIR PRODUCT'S TECHNOLOGY READINESS LEVEL (TRL) NUMBER AND BACK IT WITH EVIDENTIARY DATA. THE CONTRACTOR SHALL BE CAPABLE OF FURNISHING ALL REQUIRED LABOR, MATERIAL, FACILITIES AND EQUIPMENT TO DESIGN, DEVELOP, TEST, AND DOCUMENT THE FCR AND UTA LOT 6 OPERATIONAL FLIGHT PROGRAM SOFTWARE. THE CONTRACTOR WILL BE RESPONSIBLE FOR RECURRING AND NONRECURRING ENGINEERING SERVICES ASSOCIATED WITH BECOMING A QUALIFIED SOURCE.. TECHNICAL ORDERS AND QUALIFICATION REQUIREMENTS ARE NOT AVAILABLE.
