- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. Notice Number W91ZLK-14-T-0658. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005 in support of the U.S. Army Signal Network Enterprise Center Aberdeen Proving Ground (USASNEC-APG) requires the expansion of the Aberdeen Proving Ground - Land Mobile Radios (APG-LMR) network. The expansion is for the current APG P25 trunked LMR system, with one additional 3-channel RF trunk site with an uninterruptable Power Supply (UPS). The associated North America Industry Classification System (NAICS) Code is 334220 and the Business Size Standard is 750. The government intends to award a firm fixed price, sole source purchase order, using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items, to Harris Corporation 221 Jefferson Ridge Parkway, Lynchburg, VA 24501. Sole Source Justification Authority is in accordance with FAR 13, 13.501 and in accordance with SubPart 13.5 Test Program for Certain Commercial Items, under the authority of 41 U.S.C. 1901. USASNEC-APG requires the land mobile radio expansion to support installation Force Protection and Public Safety network, with an integrated voice and data transport capability. To increase the effectiveness of the APG-LMR network and the mission of its dependent users, system expansion must occur. The LMR expansion is critical to the emergency missions of first responders as well as the integrated homeland security. The addition of the 3-channel site expansion will reduce quote mark dead zones quote mark and increase coverage area to 80-90% level. Harris Corporation is the original equipment manufacturer (OEM) and developed the software which runs the LMR network. Harris Corporation owns all the intellectual property rights and is the only party authorized to provide the specific comprehensive maintenance features included with its FX Software Agreement. Harris does not sell its software to other vendors. There is no other manufacturer's product which will interface with the current APG LMR software/system. CLIN 0001: The following radio frequency site equipment will be procured with preloaded Harris Corporation propriety software: Cisco 2911 Site router with 24 Ports Switch Module, Network Century, Canoga Perkins Media Converter, MASTR III Repeater Equipment, Site Link/Pro and UPS. The baseline notional design for the Aberdeen Proving Ground wide area P25IP trunked systems includes: Three (3) RF Sites - Wide Area P25 Trunk Systems, Two (2) existing sites with ten (10) and six (6) channels and New Site three (3) channel 380-400 MHz MASTR III Repeater Site. Additionally the expansion includes the installation of equipment into the building, installation of antennas onto an existing tower and connection of the router to the government provided network. The expansion is to also include the Network Switching Center (NSC) database, to be modified for awareness of the third site and manage all subscribers who use it. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Time, September 22, 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
