Description
Notice of Contract Action (NOCA) - Contractor Logistics Support (CLS), Out of Warranty Repairs (OWR), and Spare components in support of the BQM-167 Air Force Subscale Aerial Target (AFSAT) program - The Air Force Life Cycle Management Center, Test and Training Division, Aerial Targets Branch, Contracts Office, Eglin AFB, FL intends to issue a contract award to Composite Engineering, Inc. (CEi), located at 5381 Raley Blvd, Sacramento, CA 95838 for procurement of CLS, OWR and Spares via a three (3) year Indefinite Delivery Indefinite Quantity contract. AFSATs are used by the 53d Weapons Evaluation Group (WEG) to test and evaluate air-to-air and surface-to-air weapon systems. The Air Force currently procures the BQM-167A target, produced by CEi, to meet this need. The Government does not own a technical data package for the BQM-167A target system and its peculiar support equipment and therefore cannot provide this data to interested parties. Schedule is critical for the procurement and delivery of spares, and any potential source must be able to repair (both CLS & OWR) these items within the required timeframe and must be capable of providing all the individual spare items listed in the attachment to the Sources Sought for this effort, not a subset. In addition to the spares, potential sources must be able to provide CLS activities which includes being the Contractor Inventory Control Point (C-ICP), Source of Supply (SOS) and Depot Source of Repair (DSOR) for all peculiar support equipment (PSE), end items, subassemblies, and component parts for the BQM-167A system. The potential source must be able to provide comprehensive logistics support that consists of all duties and functions associated with materiel management, supply support, configuration/data management, packaging, handling, storage and transportation (PHS&T), support equipment, computer resource support, maintenance planning, deficiency reporting, maintenance of Item Unique Identification (IUID) registry, warranty administration and depot maintenance. Potential sources must be able to provide CLS Sustaining Engineering to support the in-service BQM-167A system in its operational environment. This effort spans those technical tasks (engineering and logistics investigations and analyses) to ensure continued operation and maintenance of the system. Additionally, potential sources must be able to perform OWR to sustain the multi-mission capable BQM-167A AFSAT while ensuring it meets or exceeds the threshold value of each performance parameter and requirements. CEi is able to meet the required time frames and is capable of providing all, not just a subset, of the spares items required, as well as performing the CLS and OWR as they are the system manufacturer and the Government does not own the technical data package. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 488190 with a size standard of $32.5M. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA does not constitute a Request for Proposal (RFP) or Invitation for Bid (IFB) nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to contract by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the contracting point of contact identified above.
