Description

Justification Statement of Work The announcement number for this acquisition is NIH-OLAO-OD3-NOI3114654 and is being issued under the authority of FAR Subpart 5.101 under the conditions as described in 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The National Institutes of Health intends to negotiate on a sole source basis with CODY Computer Services, Inc. The NIH is currently in need of renewing our software licenses and maintenance support from CODY Systems. This licensed software is a data entry and management operating program used to facilitate police, fire, and medical incident response and communication between the Emergency Communications Center and filed units. Call takers, dispatchers, and their supervisors are primary users of CAD. The CAD develops and implements appropriate, cost effective management controls for results-oriented management. Please review the attached SOW and justification for further information. RESPONSES PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITIES AND RESPOND TO THIS REQUIREMENT TO Anne Mineweaser @ anne.mineweaser@nih.gov, BY SEPTEMBER 17, 2014. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
