Description
INTRODUCTION This is a pre-solicitation / non-competitive (notice of intent) synopsis to award a purchase order without providing for full and open competition. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 to provide the HiSeq 2500 Sequencing System to the NHLBI Division of Intramural Research (DIR). BACKGROUND The mission of the NHLBI Division of Intramural Research (DIR) DNA Sequencing and Genomics Core is to provide NHLBI DIR investigators with cutting-edge sequencing technology to meet the increasing demands in genomic and epigenetic research. The HiSeq 2500 Sequencer will be responsible for high-throughput data acquisition. This instrument provides sequencing high quality DNA Libraries. It also has a "fast" mode which provides expedited sequencing, which will allow the core to meet its increasing demand for this service. This acquisition is paramount to the Core's ability to provide this service to the Institute as the DIR Sequencing and Genomics Core provides NextGen sequencing services to more than twenty (20) DIR laboratories. Without this instrument, the Core will not be able to meet their service agreements with the DIR laboratories. PURPOSE The Illumina HiSeq 2500 is needed for the DIR DNA Sequencing and Genomics Core to provide the NHLBI DIR investigators with cutting-edge sequencing technology to meet the increasing demands in genomic and epigenetic research. The main goal of the DNA Sequencing and Genomics Core is to foster large-scale genomics research for the Director of Intramural Research (DIR) by providing access to cutting-edge sequencing instrumentation and genome technology. As an integral part of the research community at NHLBI, the DNA Sequencing and Genomics Core provides standard and advanced services for experimental consultation, data acquisition, and computational analysis. PROCUREMENT The contractor shall provide the following equipment: -HiSeq 2500 Sequencing System (Catalog No. SY-401-2501), Qty. 1 DELIVERY DATE The estimated delivery date shall be ninety (90) days after receipt of the order. JUSTIFICATION The sole source determination is based on the fact that Illumina's HiSeq 2500 Sequencing System is an ultra-high throughput sequencer designed to generate more than 15 billion bases of data in a single run. The system leverages sequencing technology and novel reversible terminator chemistry, optimized to achieve unprecedented levels of cost effectiveness and throughput. It meets the demand of other high technology platforms that reduce the time of complex large-scale sequencing projects. The HiSeq 2500 Sequencing System is compatible with existing equipment that is being used in the DIR DNA Sequencing and Genomics Core. Illumina is the sole manufacturer of this machine. Illumina has exclusive rights under US Patent No. US7589315 for the HiSeq 2500 Sequencing System, including trade secret and other proprietary rights. The parts are unique to this instrument and cannot be substituted by other vendor parts. The engineers from Illumina also have the in-depth knowledge and training to repair this complex machine. The HiSeq 2500 Sequencing System also has the following unique features: -Highest accuracy of any high-throughput sequencing system; -Proven SBS chemistry with single base extension allows accurate sequencing of homopolymers; -Scalability from 10 Gb to 1 Tb in a single run to support a broad range of applications and study sizes; -Fully automated onboard cluster generation allows the ability to load prepped libraries directly on the instrument for rapid runs; -Flexibility to switch between rapid run and high-output run modes to suit user requirements; -Flexibility to process one or two flow cells at a time to suit throughput requirements; -Single day runs including onboard cluster generation in rapid run mode; and, -Fully automated paired-end sequencing in rapid run mode or high-output mode. INSPECTION AND ACCEPTANCE REQUIREMENTS Upon arrival of equipment to destination, the package must be undamaged. In the installation of the equipment, all parts must be functional and running in proper order. REGULATORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth in FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500 employees. However, this acquisition is not set-aside for small businesses. This acquisition is being conducted under FAR Part 13.5, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-76 (August 25, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 18, 2014 at 12:00pm EST and must reference synopsis number NHLBI-CSB-(HL)-2014-155-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M.
