- The U.S. Environmental Protection Agency (US EPA) Intends to negotiate a sole source purchase order with Reliable Power Solutions, located at 23428 San Remo Dr, Boca Raton, FL 33433 for Customized Uninterruptible Power Systems. The National Health and Environmental Effects Research Laboratory Research Cores Unit requests the exact individual specifications listed for the purchase of Customized Uninterruptable Power Systems (UPS) for Mass Spectrometers to ensure the safe shutdown and prevent unattended restart of the following laboratory instrumentation during power disruption events. 1)Thermo DSQ II GC/MS System with AS 3000 Autosampler 2)Thermo TSQ Quantum Ultra AM LC/MS System with Accela UPLC Pump, Accela PDA Detector, and Accela Autosampler 3)Thermo MSQ Plus with Surveyor HPLC Pump, Surveyor PDA Plus Detector, and Surveyor Autosampler 4)AB Sciex 4000 QTrap Linear Ion Trap Mass Spectrometer with two (2) Shimadzu Prominence AT-20 HPLC Pumps, Shimadzu Prominence SIL-20AC HT Autosampler, Shimadzu CBM-20A Communications Bus Module and Shimadzu Prominence CTO-20AC Column Oven 5)AB Sciex 4800 TOF/TOF 6)Thermo LXQ LC/MS System with Exsigent NanoLC Ultra, Exsigent EkSpot Spotter-Fraction Collection System, and Exsigent Autosampler The electronic components of these analytical instrument systems are susceptible to damage due to power supply disruptions and unattended restarts, which in turn, jeopardize efficiency and productivity for multiple NHEERL research projects. In addition to the component features that allow for safe shutdown after UPS battery drainage, a key requirement for UPS units intended for use with mass spectrometer instrument systems is prevention or elimination of the standard automatic restart feature critical to maintaining system operations. Automatic restart of a mass spectrometer system after a complete power failure and UPS battery depletion can lead to extensive damage to the vacuum system and internal components. The specific Toshiba units are customized by Reliable Power Solutions and the UPS model numbers that meet the requirements and are appropriate for each RCU mass spectrometer system and peripheral components are listed in the attached Table?s 1 and 2 of for each RCU mass spectrometer. Use of other sources versus the customized Toshiba UPS instruments, would be incompatible with the existing laboratory instrumentation. Therefore it is critical that the exact specifications for customization of each instrument be meet in order to continue the programs current and on-going laboratory research. The US EPA believes that Reliable Power Solutions, is the only source capable of providing the required customized instruments. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1, Sole Source, ?Only one responsible source and no other supplies or services will satisfy agency requirements?. All interested parties who believe they can provide the required analysis should fully explain their capabilities and qualifications in writing within 5 days of the date of this announcement. The intent of this synopsis is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
