- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. 2. SPECIFIC REQUIREMENTS: All applicable digging permits need to be obtained through the Civil Engineering department on KAFB. Contractor shall demo the existing trash enclosure (CMU walls and concrete foundation) that is currently sitting on the site and dispose of material.Contractor shall excavate and prepare the subgrade according to the design documents. Typical over excavation is from 3' to 5' with appropriate compaction that extends roughly 5' beyond the building foundation on all sides. The contractor shall relocate the existing power line feeding the exterior light located just south of the proposed structure location. Contractor shall verify and relocate the two existing 4 quote mark conduits running East/West along the south perimeter of the proposed structure location.Contractor to redistribute the existing gravel to the area surrounding the new structure. Contractor shall remove the existing boulders located on the south and north end of the proposed structure and dispose. Contractor shall remove two trees located within the footprint of the new structure and dispose.Contractor shall saw cut asphalt pavement in order to run power from the existing 60A box.Contractor shall provide 2 design submittals of the training structure 65% and For Construction submittals which will include drawings, specifications and a design analysis. The government shall have 2 weeks to review the submittal and schedule a design review meeting with the user and base for review of any comments to be incorporated into the project documents. The submittal shall comply with current code and UFC requirement along the Kirtland Airforce Base ACP.Contractor shall propose on either a CMU or Pre-engineered structure (with and exterior that matched the base ACP, structurally insulated metal panels have been approved by the base ACP board) in accordance with the Base ACP. The structure shall have a clear distance of 14' inside to allow for the user to perform duties. Dimensions of the facility shall be 24'x30'x14'H.Contractor to place a concrete floor along with 4 anchor points for the fuel pods. Anchor point locations will be finalized during the design review.Contractor to install either an asphalt pavement ramp or concrete ramp at the front of the facility so the user can roll in their fuel pods for maintenance.The roof of the training structure can be either single sloped or pitched. Single sloped roof shall drain to the back of the structure. Standing seam metal roof 22Ga is preferred as a high level of maintenance is not necessarily required. All roof warranties shall be applied.Contractor to provide a lockable single man door on the south of the facility for access. Locks shall comply with the base requirements.Contractor to provide one single manually operated rollup door with rough dimensions of 14'x20' that can only be opened from the interior of the structure and locked.Contractor to provide adequate lighting of 2x4 fixtures on the interior of the facility.Contractor shall provide 120v receptacles along the interior perimeter of the facility (assuming 8).Power can be pulled from an available 60A box located outside of the existing facilities rollup door.Contractor to comply with current electrical codes concerning burial depth of the power and appropriate compaction of the soil. Contractor to patch the saw cut asphalt with new asphalt.Contractor to provide a panel inside the new structure for power to be pulled.
