This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-DE-2014-265-KEW and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 effective 25 AUG 2014. (iv) The associated NAICS code is 541712 Research and Development in the Physical Engineering, and Life Sciences (except biotechnology) and the small business size standard is 500 employees. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) The Contractor Shall: I. The contractor shall produce the transcriptome of the three major salivary glands provided isolated cells, from which the contractor will make total RNA for the generation of a polyA primed cDNA library. The libraries will be sequenced at 40 million reads guaranteed. The contractor will provide bioinformatic analysis. II. Contractor will be provided with FACS sorted acinar and duct cells from which the Contractor will make total RNA for the generation of polyA primed cDNA library. III. The contractor will perform the Ultralow method for RNA-seq. IV. The contractor will provide bioinformatics analysis using SNAnexus Bioinformatic analysis (read mapping, expression report of each sample, structural variations) and sample tracking. V. Reports will be provided upon request and upon milestone completion. (vi) Period of Performance is from 9/30/14 to 6/30/15 a. I & II: complete in three months b. III: Complete in three months c. IV: Complete in 3 months Location of delivery is: ATTN: James Melvin National Institutes of Health, NIDCR 10 Center Drive Building 10, Room 1N117 Bethesda, MD 20892 (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Evaluation (90 points) i. Ability to make total RNA. (10 points) ii. Ability to generate a polyA primed cDNA library. (20 points) iii. Ability to sequence the libraries for at least 40 million reads. (20 points) iv. Ability to perform the Ultralow method for RNA-seq. (20 points) v. Ability to provide bioinformatics analysis using SNAnexus Bioinformatic analysis. (20 points) 2. Best value to the Government (10 points) (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision. (xi) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
