- Notice of Intent This ?Notice of Intent? is not a request for quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice will be considered by the Government. The Department of Energy, Office of the Energy Analysis (EI-30) in the Energy Information Administration (EIA) intends to award a sole source contract to Industrial Info Resources, Inc. to procure their PetroCast Live! Market Database. PetroCast Live! Market Database is a recognized leading refinery maintenance tracking tool that provides data on planned refinery maintenance and analysis on the impact the maintenance has on available refinery capacity. The North American Industry Classification System Code is 541910; Size Standard is $14 million. In accordance with Competition in Contracting Act, 41 U.S.C. ? 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice. Responses must be in writing, by e-mail to the Contract Specialist at daniel.fordham@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent ? Industrial Info Resources, Inc. PetroCast Live! Market Database. Please submit all information no later than September 22, 2014, 3:00 PM Eastern Time.
