Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), intends to award a one year fixed price purchase order to Illumina, Inc., San Diego, CA 92122 to procure the MiSeq® Integrated System, Reagents and Kits that will be placed in the Microbiology Service, Department of Laboratory Medicine laboratory for patient testing. Real-time next generation sequencing is the upcoming technology in clinical microbiology. Current culture-based methods or molecular assays available in our laboratory are limited because they are either insensitive, time consuming, or targeted at specific pathogens. At the NIH Clinical Center, we have a significant number of requests for additional molecular testing on sterile fluids and tissues. A next generation sequencing platform will enable sensitive and rapid identification of infectious agents from these irreplaceable specimens. We are currently using a send out test, however, the quality of the send out test is not clear and the long turn-around-time delays initiation of targeted therapy, thus potentially compromising patient care. The Microbiology Service will procure the Illumina MiSeq® System to provide rapid identification of pathogens direct from clinical specimens without need for culture, rapid detection of resistance mechanisms, and rapid detection of microbial outbreaks. Due to the complexity of patients at the NIH, this cutting edge technology will enable faster initiation of targeted therapy, and will be particularly useful for the detection and identification of difficult to grow organisms from non-retrievable specimens within 8 hours of specimen receipt. This is significantly faster than the 2-week turn-around time currently offered by the send out laboratory. The Illumina MiSeq ® is the only all-in-one unit to run the tests necessary for the patient population at the NIH. The Illumina MiSeq has an integrated system, providing amplification, sequencing, and data analysis in a combined system. It is the only single integrated system on the market and it offers the technology needed by the Clinical Center. This feature is essential for integrating the new sequencing methodology into the workflow of the clinical microbiology laboratory. The system is suited to the volume of samples that we will test per week in a clinical setting as we are focused on patient care and we are not providing an extremely large volume of testing such as is seen in a core sequencing facility designed for many users. In addition, the Illumina MiSeq is the only vendor to have paired-end sequencing capability. This is crucial for patient care at the Clinical Center as it improves accuracy of the sequencing result, which is critical for the analysis of patient specimens for infectious disease agents. Paired-end DNA sequencing reads provide superior alignment across DNA regions containing repetitive sequences, and produce longer configs for de novo sequencing by filling gaps in the consensus sequence. Paired-end DNA sequencing also detects rearrangements such as insertions, deletions, and inversions. Illumina, Inc., is the sole manufacturer, vendor, and service provider for the MiSeq Sequencer System. The Illumina® MiSeq system is a next-generation, bench top sequencer with a simple workflow, enabling researchers to move from sample to data in as little as eight hours. Capable of generating up to 15 Gb per run, the MiSeq system is the only next-generation sequencer that integrates amplification, sequencing, and data analysis in a single instrument with a footprint of less than two square feet. Using Nextera® kits - currently the fastest sample prep workflow available - and Illumina's proven TruSeq® chemistry, the MiSeq system supports industry-leading data accuracy with faster turnaround times than ever before. MiSeq Reagent Kits v2 can double the readable space per flow cell. Micro and nano formats are available for low output applications. These supplies, outlined above, are proprietary for exact fit into the testing instrument, MiSeq System. These kits are made specifically for the existing instrument, and Illumina is the only supplier whose products can fit into the instrumentation. Any other supply or service could cause the cancellation or delays in patient care testing. The acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of FAR part 6.302-1. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government no to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
