Description
REVISED SOW (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB688000-13-03156 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. (iv) This solicitation is FULL AND OPEN (see Amendment 2). NAICS Code is 334417, Small business size standard is 500 employees (See Amendment 1). (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Ultra-Low Noise Bidirectional Frequency Distribution Modems, QTY: 1 EA (See Amendement 2) (vi) Description of requirements for the items to be acquired, per the following Statement of Work: Statement of Work Fiber Optic Bidirectional Time Distribution Modems (transmitter and receiver) NB688000-13-03156 BACKGROUND: The Time and Frequency Division's main mission is the calibration, certification, and measurement of low phase noise sources for the industry, military, and research fields. The current state-of-the-art frequency sources emerging from research programs at NIST and other national labs have noise and stability that rivals and exceeds that of many devices. For the purpose of precision time scale comparison between labs we will experiment with fiber optic bidirectional frequency distribution to perform two-way time transfer. Through the use of fiber optics we should be able to transfer time with higher accuracy, stability, and security than the existing satellite links. PURPOSE: Phase Noise Metrology has a requirement for the purchase a set of ultra-low noise bidirectional frequency distribution modems for the purpose of optimizing two-way time transfer using current state-of-the-art microwave sources. Having access to precise time transfer has many applications such as communications, navigation, and timescale comparisons. In an effort to improve timescale inter-comparison across labs we require a two-way time transfer scheme using a pair of fiber-optic frequency distribution modems. The use of an optical modem provides the unique opportunity to perform two-way time transfer experiments over hundreds of kilometers. Fiber optics can carry more information and is more secure than free space transmission thus allowing a more reliable comparison of time signals. The modem proposed in this purchase has a reported Allan Deviation of < 1 x 10-12 and < 3 x 10-17 for averaging times of 1s and 1 X 105s averaging respectively. With an Allan Deviation of this level we can transfer time from NIST time standards while maintaining the original signal accuracy and stability. As a result this system will allow the accurate distribution of the signal produced by the time scale at NIST with minimal degradation of the original signal quality (See Figure 1). DELIVERABLES: ONE (see Amendment 2) fiber optic bidirectional frequency distribution modems. These modules should be fully compatible with each other and have transmission capabilities over more than a hundred miles. Modem shall transmit data over a 1550 nm compatible fiber optic link. TECHNICAL SPECIFICATIONS: Phase Noise Metrology requires a set of 2 ultra-low noise bidirectional frequency distribution optical modems with the following specifications: • Frequency: 5 MHz, 10 MHz • Time signal: 1 pps (pulse per second) and 100 pps phase synchronized with frequency signal • Optical wavelength: 1550 • > 0 dBm output power • DLL (delay locked loop) capable of 80 ns corrections • ADEV (Allan deviation, or frequency transfer stability): < 5 x 10-12 1s averaging, < 5 x 10-17 1 X 105s averaging • TDEV (Time deviation, or time transfer stability): < 5 ps for 10 s averaging, < 2ps for and 105 s averaging TECHNICAL CONSIDERATIONS: Long term stability is the most important metric for this purchase. An ADEV (Allan deviation) of < 5 X 10-17 at 1X105 s is extremely accurate long term stability and required to keep the precision of the original timing signal. Additionally we require 1550 nm fiber optic capability for use with existing fiber optic components. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: Must be compatible with SMF-28 (G.652) or G.655 optical fiber. DELIVERABLE SCHEDULE: Three - Four months ARO. INSPECTION AND ACCEPTANCE: We will measure the ADEV (Allan Deviation) of this time transfer system for 3 days to ensure the specification of < 5 X 10-17 at 1 X 105 s of averaging. Responses to this solicitation must include proof of responder's ability to design and build this system as described, including demonstrated experience with high-power pulsed-current electronics (e.g. drawings, photos, or schematics of comparable systems and contact information for customers who can verify performance of those systems.) All offers must include shipping FOB Destination. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement as stated in Paragraph (vi). Technical and past performance when combined is significantly more important than price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
