- REQUEST FOR INFORMATION/MARKET RESEARCH McChord Testing Proctor/Computer User Support Technician at Joint Base Lewis-McChord, Washington Thank you for taking the time to assist us in gathering this information! The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine commercial market practices for Test Proctor/ Computer User services. DISCLAIMER: This Request for Information (RFI) is submitted in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This RFI is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any services. Responses to this RFI will not serve as proposals, bids, or offers that the Government accepts as a form of a binding contract. MICC-JBLM will not accept unsolicited proposals related to the subject of this RFI. The responder must clearly identify any information it considers sensitive or proprietary. The Government will handle all information received in response to this RFI that is marked quote mark Proprietary quote mark accordingly. The Government will not return responses to this RFI. Responders are solely responsible for all expenses associated with and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed from the information received from this notice. MICC-JBLM, Washington, is conducting market research to determine the existence of viable commercial sources capable of providing Testing Proctor/Computer User Support Technician services located at McChord Field on JBLM, WA. The intended contract period is for a base year with four (4) one-year option periods (five years total). MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations. Description of Services: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary to perform as a Testing Proctor/Computer User Support Technician. The contractor shall provide non-personal services in support of U.S. Air Force (AF) education and training related testing programs. Objectives: The Testing Proctor is responsible for administering various categories of tests. On occasion may provide technical desktop support for the Education and Training Section computer lab. The contractor will administer and maintain testing lab server and computers running current version of Microsoft Windows operating software. Assist the Force Development Flight, Chief of Education and Training Section, Test Control Officer (TCO), and Alternate Test Control Officer (ATCO) by administering tests in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise. The Test Proctor is responsible for administering various categories of tests. On occasion may provide technical PC desktop support for the Education and Training Section computer lab. The contractor will administer and maintain testing lab server and computers running current version of Microsoft Windows operating software to include NT 5.0, all current versions of Windows software, and provide system support to testing lab clients and other users in the Education and Training Section.
