Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-14-740 and the solicitation is issued as a request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 employees. SET-ASIDE STATUS This acquisition is unrestricted and is available for full and open competition. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006 - 05-76, dated August 25, 2014. DESCRIPTION OF REQUIREMENT Purpose and Objectives The Optogenetic and Transgenic Technologies Core (OTTC) at the National Institute on Drug Abuse (NIDA) produces transgenic (Tg) animals and viruses for use by Intramural investigators to further their studies in understanding the neurological basis of addiction. The OTTC is composed of a small team which has a great deal of technical expertise in virology and molecular biology and exists to support the NIDA community when those aspects become relevant to experiments. The purpose of this acquisition is to acquire a Droplet Digital PCR (ddPCR) System (brand name or equal equipment) to the support these activities at the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP). Project Description Specifically, the NIDA IRP requires the following brand name or equal equipment: 1.Bio-Rad Laboratories QX200 Droplet Reader (Quantity: 1) (Item No. 1864003) QX200 Droplet Generator (Quantity: 1) (Item No. 1864002) Automated Droplet Generator (Quantity: 1) (Item No. 1864101) Laptop Computer for ddPCR System (Quantity: 1) (Item No. 1863007) PX1 PCR Plate Sealer (Quantity: 1) (Item No. 1814000) Droplet Reader Oil (Quantity: 1) (Item No. 1863004) The equipment shall be capable of meeting the following technical specifications: •Partitions a 20uL PCR reaction into 20,000 nanoliter-sized droplets. Droplets that can be generated for 96 samples in approximately 30 minutes. •The droplet reader must illuminate and detect fluorescence from each individual droplet. It must read one 96 well plate, which is approximately 1,500,000 droplets. in less than 2.5 hours. •The system must accurately quantify input target sequence over 5 orders of magnitude, from 1 - 100,000 copies per well. •The system can detect one copy of target sequence from DNA samples. •The system must have has flexible chemistry options. It must detect up to two fluorescent dyes per droplet. FAM, HEX, VIC and Evagreen dyes must be compatible with the system. •DNA from unread droplets must be able to be recovered for downstream processing. •Must be able to display fluorescence amplitude values per droplet for FAM, HEX, VIC and EvaGreen dyes. It computes copies/ul for each sample. •Must be able to automatically set thresholds across an entire plate or on a well by well basis. Alternatively, must be able to manually set thresholds if needed. •Must be able to use the fraction of negative droplets for each sample to fit to a Poisson algorithm to determine absolute copy number of target DNA. This eliminates the need to do limiting dilutions of our sample prior to quantification. The Contractor must calibrate the equipment upon delivery. Anticipated Delivery/Period of Performance The equipment shall be delivered to the following address within 30 days after receipt of order: National Institute on Drug Abuse Attn: Dr. Brandon Harvey 251 Bayview Blvd., Suite 200 Baltimore, Maryland 21224 Contract Type The Government intends to issue a firm fixed price contract for this requirement. APPLICABLE CLAUSES AND PROVISIONS All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. FAR clause 52.212-2, Evaluation - Commercial Items applies to this acquisition. A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is required with any offer submitted. This requirement may be met by completion of the provision in the System for Award Management. FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial items apply to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. EVALUATION CRITERIA FAR clause 52.212-2, Evaluation - Commercial Items applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a purchase order resulting from this solicitation on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price. The technical evaluation factors are as follows, in order of importance: Factor 1: Technical Specifications The contractor shall demonstrate in their technical proposal that the equipment proposed meets the technical specifications outlined in the solicitation. RESPONSE FORMAT Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The technical response should be prepared in reference to the evaluation criteria identified in this solicitation and should not exceed 8 pages. The price quotation must include the requirements listed above as well as associated pricing. Contractors must provide their Company Name, Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), Business Size, Physical Address, and Point of Contact Information in their responses. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received by the closing date of this announcement and must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-14-740.
