- 14SNB34_spec note The Government is issuing this RFI/sources sought announcement as part of market research for an underwater diver communications capability. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN is seeking information from companies with the capabilities and facilities to provide Commercial-Off-The-Shelf (COTS), Non-Developmental Items (NDI), or a near NDI solution for an underwater communication capability. Sources are requested to provide information on potential solutions based on the ability to meet the preliminary requirements. Specific information is requested on how the proposed solution would meet the preliminary requirements indicated below. If a potential solution meets some requirements but does not meet others, please highlight and address what can and cannot be reasonably met. For those requirements that cannot be met, please describe the reason for the shortfall in detail. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. Preliminary Requirements: 1. System will provide 5 Mbps (objective) bandwidth. 2. System will provide its own power, minimum operating time of 3 hours (threshold), rechargeable preferred. 3. System will be capable of being operational at depth of 50 feet (objective). 4. System will be capable of duplex communication from surface to depth of 50 feet wirelessly (objective). 5. System will be carried by the diver; therefore, size and buoyancy are considerations. No specific size limitations but weight should be less than 10 lbs (threshold) and buoyancy should be near neutral. 6. System should have a display for diver with a resolution of at least 640X480 (threshold) and be at least 6 inches x 3 inches (threshold) or be able to interface with a similar display. 7. System should utilize a modular approach to allow maximum interface with existing equipment and/or new technologies. Interfaces and Control: 8. System will provide user interfaces and port (USB, RS-232, or Ethernet) to interface internal controls and data output, an API to directly interface and control the system will be available (objective). 9. System will provide BIT status and corresponding error codes. 10. System shall provide at minimum the following information to diver (objective): depth, GPS or other geo-position data, elapsed time. 11. System connectors will be non-proprietary, positive locking, and capable of being manipulated with dive gloves. 12. Any system controls required to allow operation at depth will be capable of being manipulated with dive gloves and other protective gear. Environmental Requirements: Response should include information regarding ability of system to handle the following environmental conditions, include the method, procedures and test parameters which system has been tested. Environmental ratings will be a factor in final product decision, but should not preclude a company from submitting information about a system if they believe future design and modification to the system would result in higher ratings. 13. Salt spray and corrosion All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units and production quantity breaks for the Government(s) consideration by 3:00 PM EDT on 13 October 2014. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
