Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.501) with Battelle Memorial Institute (Pacific NW National Laboratory), 902 Battelle Blvd, Richland, WA 99354-1793, as the only responsible source that can provide an acoustic telemetry system based on ERDC specifications. The focus of this procurement action is to purchase a proven acoustic telemetry system, which includes micro acoustic-transmitters suitable for a wide range of fish sizes, a receiving array of hydrophones and other hardware and software required to receive the signals emitted by the transmitters, assistance with deployment of the hydrophones in the test flume, supporting documentation for the system, and on-site training of ERDC staff in the use of the system. Overall specifications for the juvenile salmon acoustic telemetry system (JSATS) 1. A proven and tested system: The JSATS has been applied to estimate the survival of juvenile salmon (yearling and subyearling Chinook) and juvenile steelhead trout passing by USACE dams on the Columbia and Snake rivers and to evaluate their behavioral response to structures and flow conditions designed to allow their safe passage by the dams. JSATS systems have been deployed on all of the dams in the Federal Columbia River Power System (FCRPS) beginning in 2006 and continuing to the present. 2. Permits observation of individual fish in situations where numerous fish occupy a small volume of water, again a situation expected in a flume experimental setting where a number of test fish will be present at any time. 4. Acoustic telemetry transmitter that can be implanted into test fish by injection (injection rather than surgical implantation of micro-transmitters greatly reduces the handling of test fish helping insure the health of test fish and helping satisfy a test assumption that test fish will respond to experimental conditions like fish in the wild). 5. Installation of the system and training of ERDC staff must be included in this procurement. Additional Acoustic Telemetry System Requirements for Use in the ERDC Flume The requirements for an acoustic telemetry system that will meet requirements to observe the behavior of test fish in the ERDC flume are: 1. Deployment and operation of the receiving arrays in 2D and 3D short baseline tracking configurations. 2. Micro-transmitter signals that can be reliably detected and decoded in confined environments. 3. Test fish position estimation within 10 cm or less accuracy in azimuth and range. 4. Array receiver detector and decoder software source code available for modification and improvement by ERDC staff as necessary to meeting evolving experimental needs, 5. Acoustic micro-transmitters small enough for implantation in 75 mm fork total length test fish. 6. Written plan for deployment of JSATS receiver hydrophone in the ERDC experimental flume and for location of other receiving system hardware. 7. An eight channel JSATS cabled receiver system and operating software. 8. The design and fabrication of hydrophone mounts needed to position up to eight JSATS receiver hydrophones within the ERDC flume. 9. Installation of the JSATS system in the ERDC flume. 10. Confirmation of the operation of the system in the flume using stationary and moving microtransmitters. 11. Documentation of the protocols used to install the system in the flume and test its operation. 12. Provision of a user manual that reflects operation of the system in the ERDC flume. 13. Training of ERDC personnel in the use of the installed system. Based on the above information, the only technically acceptable vendor is Battelle Memorial Institute (Pacific NW National Laboratory). 66--SPECIAL NOTICE OF INTENT TO SOLE SOURCE - BATTELLE MEMORIAL I... There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541712 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
