DRAFT PWS Questionnaire Blast Media/Recycling services for OC-ALC Tinker AFB, OK Agency: Department of the Air Force Office: Air Force Materiel Command (AFMC) Place of Performance: OC-ALC TAFB, Oklahoma 73145 United States Notice Type: Sources Sought Posted Date: 11 Sep 2014 Response Date: 23 Sep 2014; 1600 Hours Central Time Archiving Policy: Automatic, 15 days after response date Archive Date: 08 Oct 2014 Classification Code: "5350": Abrasive materials NAICS Code: 327910: Abrasive Product manufacturing -------------------------------------------------------------------------------------------------------------------- Synopsis: 1. Purpose: The purpose of this Sources Sought Synopsis is to identify sources interested in this requirement and capable of satisfying the scope of services as detailed below. The Government will use this information to determine the best future acquisition strategy for this procurement. Interested parties are advised to review the below notice, the attached documents and respond as instructed. The Government is neither obligated to nor will it pay for any information received from potential sources as a result of this notice. This notice is for informational and planning purposes only and does not constitute a solicitation for bids or proposals. It is not to be construed as a commitment by the Government. All documents released prior to the formal RFP are in "DRAFT" status and are subject to change. The "DRAFT" documents are provided to give interested parties a better understanding of the scope and magnitude of this potential requirement. The Government Contemplates the Following: a. The award of an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. b. Firm-Fixed-Price contract type line items. c. A one-year basic ordering period with four (4) one-year options. d. The estimated award date for the basic IDIQ contract being in calendar year 2015. Scope of Services: The Contractor shall provide all labor, tools, equipment, test equipment, materials, personal protective equipment (PPE), reflective clothing, hearing and eye protection, including prescription safety glasses, lifting equipment, fire extinguisher(s), fall protection, transportation and other incidentals necessary to travel to Tinker AFB, OK, to provide a lease for Blast Media used in de-painting and removing corrosion as needed from aircraft, aircraft component parts, aerospace vehicles and aerospace ground equipment by Tinker AFB. Contractor shall provide for the delivery of the Blast Media and the removal of the Spent Blast Media (SBM) from Tinker AFB and shall recycle it in a manner that will prevent it from being considered a solid waste or hazardous waste. Contractor shall also be responsible for obtaining all regulatory agency approvals and all regulatory permitting as necessary to legally fulfill requirements in accordance with the Performance Work Statement (PWS). 2. The North American Industry Classification System (NAICS) code for the effort is as follows: 327910: Abrasive Product manufacturing 3. Interested Parties Should: a. Provide a corporate capabilities package to include professional qualifications in two requirements, namely: must identified on the QPL as a suitable vendor by Technical Order1-1-8 for application and Removal of Organic Coatings; second, a vendor must meet capabilities for recycling the media and provide technical competence specific to NAICS Code 327910. b. State whether your company is a large or small business under NAICS 327910, which has a corresponding size standard of 500 employees. c. Identify any categories under which you are qualified [e.g., 8(a), including graduation date; HUBZone-certified Small Business; Service-Disabled Veteran Owned Small Business; Women-Owned Small Business; etc.] d. Identify your CAGE Code and DUNS Number. e. State if your interest is to be the prime contractor or a subcontractor. f. Provide your contact information (name, phone number, and email address) 4. Types of Media: An estimated number of pounds of different types of media will be delivered monthly and descriptions of these types can be found within Appendix A in the "DRAFT" version of the PWS that accompanies this Synopsis. 5. Media Recycling: PWS section 1.3 Spent Blast Media (SBM) Handling Requirements. The contractor shall provide all equipment to handle, remove and transport (SBM) to contractor's facility. The products of the recycling process shall be completely described, documented and meet the criteria at 40CFR 261.2(e)(2) as follows: (i) Recycled products shall not be "Applied to the Land". Specifically, Tinker AFB interprets "applied to the land" to mean without limitation such items as fence posts, blocks or concrete block like products or other items that are used underground and/or that are used in contact with the earth. The Contractor shall accept this interpretation and shall not propose or use recycling processes that produce such items. (ii)The recycling process shall not involve "Materials burned for energy recovery, used to produce a fuel, or contained in fuels; or (iii) "Materials accumulated speculatively", the definition of which is given at 40CFR 261.1(c)(7). The SBM, prior to recycle, shall not be accumulated speculatively. The Contractor shall provide documentation electronically to the HWPM and COR within 15 calendar days that demonstrates compliance with this requirement for each month that the recycle process has been used. This is listed in Section 1.3.16 of PWS as Inventory Accumulation Report. The format for this data shall be submitted by the contractor and approved by the HWPM. The contractor deliverables and comsumables are listed in the PWS attached to this synopsis.
