- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency is issuing this acquisition as a Request for Quote (RFQ) under solicitation number RFQRT-14-00039. This procurement is being conducted as a simplified acquisition in accordance with FAR Part 13. The National American Industry Classification System (NAICS) code for this procurement is 334510 with a small business size standard of $500 employees. The PSC Code is 6640. This requirement is an open-market full and open solicitation. This procurement is being conducted under Federal Acquisition regulations parts 12 and 13. The resultant contract will be a firm-fixed price purchase order. Items called for by this RFQ are identified in the synopsis/solicitation by a "brand name or equal" description in accordance with FAR 11.104. Such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. The Minimum Salient characteristics listed of the Customized Toshiba Uninterruptable Power Systems (UPS) units and the UPS model numbers listed in Table 2 or equal for Mass Spectrometers meet?s the Agency?s requirement for a Customized Uninterruptable Power Systems (UPS) that are appropriate for each RCU mass spectrometer system and it?s peripheral components listed in the attached Table 1 of each RCU mass spectrometer to ensure the safe shutdown and prevent unattended restart of the stated laboratory instrumentation during power disruption events.. It is critical that the exact specifications for customization of each instrument be met in order to continue the programs current and o n-going laboratory research. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product is clearly identified in the quote and is determined by the EPA to fully meet the Minimum Salient characteristics of the above product. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Offerors are responsible for providing current specifications. All quotes will be considered. Each offeror shall submit a list of the Salient/Minimum characteristics he/she proposes that meets the Government?s needs. Minimum Salient Characteristics: The specifications listed are for brand name customized Toshiba Uninterruptible Power Systems (UPS) or equal UPS. The Environmental Protection Agency in Research Triangle Park requires the exact individual specifications listed for the purchase of Customized Toshiba Uninterruptable Power Systems (UPS) for Mass Spectrometers or equal to ensure the safe shutdown and prevent unattended restart of the following laboratory instrumentation during power disruption events. 1)Thermo DSQ II GC/MS System with AS 3000 Autosampler 2)Thermo TSQ Quantum Ultra AM LC/MS System with Accela UPLC Pump, Accela PDA Detector, and Accela Autosampler 3)Thermo MSQ Plus with Surveyor HPLC Pump, Surveyor PDA Plus Detector, and Surveyor Autosampler 4)AB Sciex 4000 QTrap Linear Ion Trap Mass Spectrometer with two (2) Shimadzu Prominence AT-20 HPLC Pumps, Shimadzu Prominence SIL-20AC HT Autosampler, Shimadzu CBM-20A Communications Bus Module and Shimadzu Prominence CTO-20AC Column Oven 5)AB Sciex 4800 TOF/TOF 6)Thermo LXQ LC/MS System with Exsigent NanoLC Ultra, Exsigent EkSpot Spotter-Fraction Collection System, and Exsigent Autosampler UPS Requirements The electronic components of these analytical instrument systems are susceptible to damage due to power supply disruptions and unattended restarts, which in turn, jeopardize efficiency and productivity for multiple NHEERL research projects. In addition to the component features that allow for safe shutdown after UPS battery drainage, a key requirement for UPS units intended for use with mass spectrometer instrument systems is prevention or elimination of the standard automatic restart feature critical to maintaining system operations. Automatic restart of a mass spectrometer system after a complete power failure and UPS battery depletion can lead to extensive damage to the vacuum system and internal components. The specific Toshiba units or equal units must be customized to meet the appropriate requirements. The customized UPS instruments shall be compatible with the existing laboratory instrumentation. Specific requirements for UPS units that are appropriate for each RCU mass spectrometer system and peripheral components are provided in Attachment 1 - Table 1. The specific Reliable Power Solutions UPS models that is the brand name that meet these requirements are listed in Attachment 1 - Table 2 for each RCU mass spectrometer. Any other proposed UPS quoted must demonstrate it is an equal product and meets the salient characteristics. Each UPS unit shall be inspected, listed, certified, and labeled by a third-party listing agency approved by the North Carolina Building Code Council (NCBCC) prior to being delivered to the US Environmental Protection Agency (see attached list of approved agencies). UL Certification shall be provided with quote. Attachment 2 provides the Third Party Inspection Agencies Listing for reference. The quote shall include a Toshiba RemotEYE II External Web/SNMP Adaptor Module, manual, CD-ROM with application software and power supply or equal for the quoted Uninterruptable Power Systems. (Toshiba Brand - Dimension: 5.1L x 2.4W x 0.7H at 0.2lbs or equal). Submission Instructions: Responses shall be submitted via electronic submission to Jacqueline Sayles at sayles.jacqueline@epa.gov. The due date for responses to this RFQ is on or before September 12, 2014, at 1:00 pm Eastern Time. Responses must be marked as follows: "RFQ-RT-14-00039." All questions regarding this requirement must be submitted to Jacqueline Sayles via email, no later than Friday, September 11, 2014, by 10:00 am Eastern Time. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 30 DAYS. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-42. The provision at FAR Clause 52.211-6 Brand Name or Equal (Jan 2013); Clause 52.212-1 (Apr 2014), Instructions to Offerors and addendum are incorporated into this solicitation. Addendum to 52.212-1, Submission of offer(s) is to read as follows: "Submit offers electronically to sayles.jacqueline@epa.gov. Provision 52.212-2, Evaluation - Commercial Items and addendum are incorporated into this solicitation. Addendum to 52.212-2 (Jan 1999), Evaluation ? Commercial Items is to read as follows: (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical: a.Technical requirement: In responding to this RFQ, offeror?s proposal shall provide a list of specifications that meet or exceed the Governments requirements as stated in block 11 (b) of the SF 18. b.Proposed delivery schedule: The Government is requesting an expedited delivery schedule. The delivery schedule for all supplies under this purchase order shall be within thirty (15) calendar days after date of award. The Government will evaluate the offeror's ability to meet or improve the required delivery schedule specified in the solicitation. (ii)Price: The proposed firm-fixed price for the entire requirement shall be provided inclusive of delivery. The Government reserves the right to require additional pricing information, if necessary, to help determine the reasonableness of the proposed price. Technical and past performance, when combined, are more important than price. Award will be made to the offeror whose offer represents the best value to the Government considering the criteria referenced above. As offers become more equal in their technical merit, the evaluated price becomes more important. (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. [End of provision] This requirement will be awarded to the offeror who represents the best value to the Government on the basis of technical and price being considered.
