Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9127Q-14-T-0044 is issued as Request for Quotes in accordance with FAR Parts 12 & 13. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-76 effective 25 Jul 2014. This solicitation is 100% small business set aside and restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) 326119; Small Business Standard is 750. The Government contemplates an award of a Firm Fixed Price contract resulting from this solicitation. All responsible sources may submit a quote, which if received timely, will be considered by the USPFO-MS Purchasing and Contracting Office. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this combined synopsis/solicitation could result in the quote being ineligible for award. It is the Offeror's responsibility to ensure their quote meets all the requirements identified herein. It is the responsibility of the interested parties to review this site frequently for any updates/amendments to this solicitation. Per FAR 11.104 (Use of brand name or equal purchase descriptions), please see request below notating a brand name product that contains a general description of those salient, physical, functional and/or performance characteristics of the brand name item that an equal item must meet to be acceptable for award. If quoting an equal product: All salient functional characteristics, technical aspects included (and brand) must be included in submitted quote. This information for each line item must be included in order for the Government to determine if the equal items quoted will meet the Government's requirements. (Offer must clearly identify the items, make and model number and include descriptive literature or a clear reference.) The Government is not responsible for locating or obtaining any information not identified in the offer. Award will be based on the characteristics and level of quality that will satisfy the Government's needs. To be technically acceptable the products quoted shall be BRAND NAME or EQUAL to Bike Track BT-TCPSS-LG, Large Tactical Platform System. CLIN 0001: 2EA : BT-TCPSS-LG: three levels, each is 28' long x 6' deep, and can accommodate up to 30 seated personnel (overall dimensions 18' x 32'). Includes safety rails and two access platforms. -6'(w) platforms are assembled from 4'x4' and 2'x4' steel frame sections and decking - -platform heights are 8 quote mark and 16 quote mark (+24 quote mark on large system) -frame sections camlock together -legs are square steel tube, resting on steel/rubber footpads -platforms are decked with 2 quote mark panels *Warranted by the manufacturer against structural failure due to splitting, cracking, or damage caused by insects, rot, corrosion or fungal decay for a period of 5 years from date of purchase. The manufacturer will replace any sheet that fails to perform to its original function due to any of the above conditions when installed and used in accordance with manufacturer's specifications. Include all applicable fees, including DELIVERY; Warranty information; and ESTIMATED DELIVERY TIME. Prices quotes must be Firm-Fixed Price to include shipping and handling charges based on F.O.B. Destination. All offerors must include Fed Tax ID #, and DUNS Number. The offeror must provide within its offer the number of days required to make delivery/installation after it receives a purchase order from the buyer. All potential sources shall be registered in the SAMs, https://sam.gov/portal/publis/sam in order to be considered eligible for award. Electronic Submission of Payment Requests and Receiving Reports DFAR 252.22-7003, apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. Questions on WAWF may be directed to the WAWF Help Desk (available 24/7) at 866-618-5988. Proposals are due no later than 12:00 p.m., CST, 17 September 2014. Questions may also be directed to SGT Adam Austin in writing, via email, to the above mentioned e-mail address NLT two days prior to date of RFQ closing. Any questions received after 15 September 2014, will not receive a response. Should offerors require additional clarification or have any questions regarding this requirement, must be submitted in writing by email, addressed to SGT Adam Austin, adam.n.austin.mil@mail.mil. Requests for a copy of the solicitation will not receive a response.
