- The US Environmental Protection Agency (EPA) intends to execute an extension of the contract, entitled ?Research Laboratory Support for APPCD and DCMD" for a six month period. These services are currently provided by ARCADIS under contract EP-C-09-027 which expires on September 30, 2014. The authority for this action is41 U.S.C. 253(c), FAR cite 6.302.1 ?Only One Responsible Source?. This action is taken as a result of the unforeseen implementation of the sequestrations and government shutdown and the impact on the acquisition process for the re-compete of this contract. As such, it is necessary to execute the JOFOC in order to extend the period of performance. Services to be provided include provides support primarily in the areas of technology and information transfer. This contract provides services which include quality assurance and quality control activities for laboratory and field operations; the design and operation of laboratory, pilot-scale air pollution control and prevention devices; the collection and analysis of air pollution samples in order to characterize emissions from laboratory-based stationary and mobile source facilities; the performance of laboratory studies to investigate technologies to be used from decontamination or disposal of materials that are contaminated with biological, chemical, radiological or foreign animal disease agents; the maintenance of research facilities and property; the performance of technical sampling and process monitoring services; analytical chemistry; conducting field tests off-site to measures emissions sources and to research air pollution prevention, control, decontamination an d consequence management approaches.
