- Attachment 1 RFQ for Trailers Combined Synopsis Solicitation HSFE70-14-Q-0044 The Federal Emergency Management Agency (FEMA) is seeking sources to provide 53' Dry Van Trailers. The Contractor shall provide 97 53' Dry Van Trailers according to the specifications in the RFQ. (See Attachment 1 for specifications). The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on Lowest Price Technically Acceptable processes. Distribution of the Trailers is for multiple locations as follows: DC Atlanta, GA DC Frederick, MD DC Moffett, CA MHU Cumberland, MD (i) This is a combined Synopsis/Solicitation for commercial item supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be published; proposals are being requested and a written solicitation will not be issued. (ii) HSFE70-14-Q-0044 is issued as a Request for Quote (RFQ) for 53' Dry Van Trailers. (iii) The Solicitation document, the incorporated provisions and the clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. (iv) This requirement is being advertised as a Total Small Business Set Aside. The applicable NAICS code is 336212 - Trucking Trailer Manufacturing (v) See Attachment 1 for a list of contract line item numbers and items, quantities, and units of measure. (vi) See Attachment 1 for specifications. (vii) Questions are due via email no later than 10:00 AM September 15, 2014, and quotes are due via email no later than 10:00 AM, September 17, 2014. All offerors wishing to submit a quote must be registered in the System for Award Management (SAM). Registration can be completed at the following website: www.sam.gov. Dates and the place of delivery can be found in Attachment 1. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, and related addenda apply to this acquisition. (ix) The provision at 52.212-2, Evaluation-commercial Items and related addenda apply to this acquisition and are as follows: SELECTION CRITERIA: Best Value: Lowest Price Technically Acceptable Factor 1: Technical Approach: Sub-factor 1: Delivery Sub-factor 2: Green Consideration Factor 2: Past Performance Sub-factor 3: Quality of Offeror's work to include quantity Sub-factor4: Customer Satisfaction Sub-factor 5: Timeliness of performance and the completion of the contract Factor 3: Price (a) The Technical Approach is significantly more important than Past Performance. Technical Approach and Past Performance when combined are significantly more important than Price. If a rating of acceptable is earned for factor 1 and a rating of pass or neutral is earned for factor 2, the more important price becomes in selecting the best value to the Government. Evaluation of: Factor 1 - Technical Approach: The Offeror will be evaluated on the degree to which the offeror demonstrates compliance with the delivery schedule and the ability of the offeror to meet the specifications as described in the Request for Quote (RFQ). Additionally, the Offeror wil be evaluated on the degree to which the offeror demonstrates consideration of green products for the supply and distribution of the Trailers. Factor 1 Technical Approach must be addressed in detail and will be rated against the chart below: Evaluation Rating for Factor 1. FACTOR 1: Technical Approach Evaluation Rating for Factor 1 Rating Definition Acceptable Proposal demonstrates acceptable understanding of requirements and approach that meets performance or capability standards. Acceptable delivery and green products. Unacceptable Fails to meet the requirement; The Contractor does not meet the delivery schedule with required specifications and no consideration for green products. Evaluation of Factor 2: Past Performance: The Government will evaluate the Offeror's relevant past performance. The government will consider the relevance of past performance information obtained in relation to the scope of this procurement with respect to similar efforts considering such factors as the number of trailers supplied and the compliant delivery of trailers for contracts completed. The Past Performance Factor will be rated against the chart below: Evaluation Rating for Past Performance. FACTOR 2: PAST PERFORMANCE Evaluation Rating for Factor 2 Rating Definition Pass The Offeror's past performance record indicates that the offeror will successfully meet or exceed the requirement. Neutral The Offeror has no relevant past performance or the offeror's performance record is so sparse that no meaningful assessment rating can be reasonably assigned. A neutral rating will generally apply if an offeror is a new entity. It does not apply if an offeror fails to provide sufficient past performance information or responsive references. Fail The Offeror's past performance record provides substantial doubt that the Offeror will successfully provide as required. Evaluation of FACTOR 3: PRICE (Non-Technical) will be evaluated based on the following: A price analysis will be conducted in accordance with FAR 15.305(a) (1). Price analysis is described at FAR 15.404-1(b). This analysis is done to ensure that a "fair and reasonable" price is paid by the Government. The Government will evaluate offers for award purposes by adding the total of all CLIN prices as part of our best value analysis. Cost evaluation will include an analysis of the total cost and cost elements (if applicable) to perform the required work. The Price supplied by the Offeror shall be submitted in B.1 Price/Cost Schedule of the solicitation as well as the chart in Attachment 1 in the spaces provided and shall constitute the total firm-fixed price for that product or deliverable. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, and all related addenda apply to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, and all related addenda apply to this acquisition. (xiii) N/A (xiv) N/A (xv) Quotes shall be submitted via email to 1) Toye Hobday, Contract Specialist at Toye.Hobday@fema.dhs.gov, and 2) Rahsaan Edwards, Contracting Officer at Rahsaan.Edwards@fema.dhs.gov. Offerors are reminded that award can only be made to a Contractor who is registered in the System for Award (SAM) database and Online Representations and Certifications Applications (ORCA). Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this solicitation. Amendments to this solicitation will be publicized in the same manner as the initial synopsis and solicitation.
