- Baseline Socioeconomic Reports: The Bureau of Land Management, Cheyenne, Wyoming, intends to award on a sole source basis with University of Wyoming. This is a project that has an overarching goal of evaluating different approaches that can be used to develop socioeconomic baseline reports. Therefore, this project will take two approaches to producing socioeconomic baseline reports within two different social and economic contexts in order to provide information on the benefits and challenges of the different approaches as well as provide socioeconomic baseline reports for use by FO and DO personnel. Each approach used in this project is considered a pilot study which will result in two baseline socioeconomic reports, one for each pilot study. These pilot studies will produce baseline reports of specified social and economic variables for a larger scale (District Office (DO) level) stable planning area as well as a smaller scale (Field Office (FO) level) expected boom planning area. One pilot studys (WY) approach will focus on the identification and collection of local data while also highlighting where local data may not exist or is not of a quality suitable for use by the BLM. The other pilot study (AZ) will be comprehensive in order to provide value to larger scale EISs, while also provide guidance about what data may be most applicable to certain types of routine EAs where a full description of the social and economic environment is not necessary. The approach to this baseline study (AZ) is focused on utilizing easily obtained data from two different programs accessible to the public on the internet No solicitation package will be available. No telephone or fax requests will be accepted. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted no later than Sept. 19, 2014. The North American Industry Classification for this procurement is 611310 with a size standard of $25.5 Million.
