Description
NAVSUP Fleet Logistics Center, Puget Sound in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility is soliciting a firm fixed price service contract for three travel drive gear reducers removed from 25-Ton Westmont Portal Cranes. This synopsis includes the requirements for an open inspect in order to present an inspection and repair recommendation report regarding the travel drive gear reducer s conditions. Each reducer shall be completely disassembled and inspected. Each gear/pinion to be reused shall be non-destructively tested for cracks using Magnetic Particle Inspection (MT) or Liquid Penetrant Inspection (PT) method. A detailed report for each gear reducer shall be provided that documents the inspection results and provides recommendations for rebuilding the reducers (i.e. required repairs, replacements, inspections, and testing). A separate contract line item will be provided for the repair/refurbishment of the travel drive gear reducers as needed/required. This CLIN will be identified as a Not To Exceed (NTE). One reducer is Brook Hansen Model JKH73C45U, and the other two reducers are Rexnord Model JKH73C45U-2513ATD. The gear reducers are triple reduction, right angle helical bevel, 43.88:1 gear ratio, and have a rating of 21 HP @ 1150 RPM. The reducers have a hollow output shaft with a keyseat, and are shaft mounted with a cylindrical clearance fit on the crane drive truck axles. There is a history of problems with wear and distortion of the hollow shaft keyseat, axle shaft keyseat, and key; as well as cracking of the hollow shaft (from the keyseat corners out through the OD of the shaft). The reducers are used in a reversing crane travel drive, where starting and stopping (braking) accelerations create significant peak torque loads. Two of the reducers to be refurbished are completely assembled (one Brook Hansen and one Rexnord reducer). The Brook Hansen reducer has a visible cracked hollow shaft and keyseat wear. The third reducer to be refurbished is partially disassembled. The hollow output shaft has been removed, and the output shaft gear has been disassembled from the hollow shaft. The removed hollow shaft is visibly cracked. The removed output shaft gear was previously identified to have a crack at the root of at least one gear tooth. Place of contract performance will be at the contractor s facility. Procurement process utilized will be FAR Parts 12 and 13. Quotes will be evaluated on the basis of Best Value with technical proposal information required. This will be solicited as a 100% Total Small Business Set Aside and the solicitation (RFQ) will be issued on or about 16 Sept 2014 with a closing of 22 Sept 2014. When issued the RFQ will be posted on the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). All offerors wishing to submit a quote are responsible for downloading their own copy of the RFQ from this website and should frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to janet.m.baker@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Only vendors registered in the System for Award Management (SAM) will be considered for contract award. No bidders list will be maintained by this office. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same.
