Wash rack repair and maintenance Performance Work Statement Request for quote for wash rack repair and maintenance at Beale AFB, California SOLICITATION FOR WASH RACKS MAINTENANCE & REPAIR - BEALE AFB This is a combined synopsis/solicitation for commercial items for the maintenance and repair of three (3) vehicle wash racks at Beale AFB, CA, Base plus Four (4) option years; prepared in accordance with the format in Subpart 13.5, 12.3, and 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This solicitation F1H3AF4196A002 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. The NAICS code is 811310 and the small business size standard is $7.5M. The following commercial items are requested in this solicitation: Base Year: 0001 - Wash Rack Inspection & Maintenance Description: Repairs and preventative maintenance as necessary to maintain all three (3) wash racks in properly operating condition. The Contractor shall inspect and monitor all three (3) wash racks on a quarterly basis and ensure all associated equipment is functioning properly. This shall include, but not limited to, the inspection and maintenance of the following items: Electrical panels, Wands, Motors and Pumps, Valves, Piping, Recycle Water tote, Soap and Chemical Levels: Contractor is responsible for maintaining the proper level of all cleaning fluids and chemicals associated with the wash racks, Sludge Depth - Hand Wash Racks: if sludge is within 6 inches from the top of waterline (bottom of outflow pipe), the Contractor shall properly characterize for hazardous waste constituents, remove sludge and properly dispose of off base as either hazardous waste or non-hazardous waste, Recycle Water Tote: if sludge is 3 inches deep, the Contractor shall properly characterize for hazardous waste constituents, remove and properly dispose of off base as either hazardous waste or non-hazardous waste, Vehicle Drive-Through Drain Trench (bldg. 2496): if sludge exceeds 1" in depth, the Contractor shall properly characterize for hazardous waste constituents, remove sludge and properly dispose of off base as either hazardous waste or non-hazardous waste, Large Tank Sump in Vehicle Drive-Through (all three sites): if sludge exceeds 36 inches in depth, the Contractor shall remove sludge and properly dispose of off base as hazardous waste, Oil Depth in Water Separators: Check for oil or other chemicals, such as fuel and if oil and/or chemicals are present, the Contractor shall have the oil and/or chemicals removed, transported off base and properly disposed of in accordance with all Federal, State, and County environmental regulations, Oil Water Separator Vault: Check for water leakage or rain water infiltration. Report liquid in vault over 1 inch to the Contracting Officer Representative (COR) immediately. The Contractor shall comply with all Federal, State, and County regulations concerning handling, transport, and disposal of hazardous waste. The Contractor will be responsible for providing equipment and containers. Quantity & Unit of Issue: Four (4) Quarters (Time): October-December, January-March, April-June, and July-September. 0002 - Repairs Description: Parts - Replacement of any part or parts needed to maintain fully functioning Wash Racks. All parts needed must be approved by the appropriate official. Quantity & Unit of Issue: Not to Exceed (NTE) 5,000 - $1.00 (U.S.) NOTE: This CLIN and all subsequent option year CLINs for Repairs have a Not to Exceed Value of $5,000.00. These CLINs (0002, 1002, 2002, 3002, and 4002) shall be incorporated into your proposal as $5,000.00 for each option year. 0003 - Non-Emergency Service Calls Description: Calls will be placed by the COR or the Contracting Officer (CO) orally or in writing and will be assigned a call number. Upon receiving a call, the Contractor shall report to the site within three (3) work days to evaluate and repair the problem. The Contractor shall return defective and replaced parts to the COR. After a service call is complete, the Contractor shall provide the COR a legibly written summary of the work performed. This summary shall contain hours expended, and parts and materials used. Quantity & Unit of Issue: Thirteen (13) Hours 0004 - Emergency Service Calls Description: Emergency calls will be placed by the COR or the CO orally or in writing and will be assigned a call number.
