- ASTARS RFI Requirements REQUEST FOR INFORMATION SYNOPSIS The United States Naval Test Pilot School (UNSTPS) is seeking information from available sources to support the Airborne Systems Training and Research Support (ASTARS) system flight demonstration program. Support must include Contractor operation and Contractor maintenance of an installed Contractor-owned airborne system and Contractor-owned aircraft. Support must also include flight demonstrations and classroom instruction for USNTPS students and staff. This is a Request for Information (RFI) to determine the ability of industry to provide the required capability. To ensure broadest possible dissemination this notice is simultaneously being posted under the following NAICS codes: 611512: Flight Training This U.S. industry comprises establishments primarily engaged in offering aviation and flight training. These establishments may offer vocational training, recreational training, or both. 336411: Aircraft Manufacturing This U.S. industry comprises establishments primarily engaged in one or more of the following: (1) manufacturing or assembling complete aircraft; (2) developing and making aircraft prototypes; (3) aircraft conversion (i.e., major modifications to systems); and (4) complete aircraft overhaul and rebuilding (i.e., periodic restoration of aircraft to original design specifications). Only a single response is required, however, ensure your response is directly responsive to the precise requirements outlined below and detailed in the attachment, and not simply generally descriptive of your ability to perform broadly within either NAICS. Should the Navy elect pursue procuring these capabilities contractually it is anticipated the successful offeror will provide the entire requirement as a service under the Product Service Code of U099: Other Education and Training Services and NAICS code 611512, Flight Training. DESIRED CAPABILITIES ASTARS will include the following desired systems or provide the growth capability to integrate the following desired systems: a. Tactically representative helmet mounted display. b. Tactically representative helmet mounted cueing system. c. Data uplink and downlink (for data and sensor video). d. Sensor data fusion implementation. e. Automatic dependent surveillance broadcast (ADS-B). f. Traffic collision avoidance system (TCAS). g. Link for unmanned aerial system (UAS) payload control (Level 3 control). h. Link for unmanned aerial vehicle (UAV) control (Level 4 control). i. Simulated electronic warfare system. j. Active electronically scanned array (AESA) A/A and A/G targeting radar. k. Simulated weapons delivery system. CAPABILITIES STATEMENT Interested businesses are requested to submit a brief capabilities statement package (no more than 20 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to provide the above capability to the Government. This document shall contain, as a minimum: 1. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and CAGE Code. 2. Address the following specific capabilities: 2.1. Aircraft and integrated airborne system to meet the required capabilities and support in Section 4.0, with details on: 2.1.a Aircraft description and operations plan to meet the requirements of Section 4.1. 2.1.b Airborne systems description and support plan to meet the requirements of Section 4.2. 2.1.c Curriculum support plan to meet the requirements of Section 4.3. 2.1.d Aircraft and systems maintenance plan to meet the requirements of Section 4.4. 2.1.e Documentation support plan to meet the requirements of Section 4.5. 2.2 Integrated airborne system to meet the desired capabilities in Section 5.0. 2.3 Schedule to provide a fully operational ASTARS (aircraft and integrated airborne system that meet the requirements of Section 4.0) following contract award. 2.4 Schedule to meet the desired system capabilities listed in Section 5.0. Transition plan to support USNTPS Airborne Systems Curriculum following contract award. 3. Prior or current experience in providing similar capabilities, including contract number, organization supported, and point of contact and contact information.
