Description
AMEDMENT A0002 - THE IS REQUIREMENT IS NOW CONSIDERED FULL AND OPEN. AMENDMENT A0001- THE RECEIPT FOR OFFERS HAS BEEN EXTENDED TILL WEDNESDAY, AUGUST 27, 2014 BY 12:00 NOON CST. The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA's) National Marine Fisheries intends to award a purchase order for a qualified billboard company to facilitate the production and leasing of media space for outdoor billboards in either Charlotte or Lee County, and one in Collier County, Florida. The billboards will convey that capturing smalltooth sawfish is illegal and emphasize quick release conservation messages. The contractor shall provide for the production, installation, and rental of media space for two billboards, as specified below: 1) Production/Design/Print/Arrange/Install: A large-format, color billboard, which will contain smalltooth sawfish photo(s) and text that convey the desired conservation messages. Photo(s) and conservation messages will be provided by NMFS. NMFS must approve the draft design prior to installation. 2) Billboard Size: The billboards must be large-format (e.g., 14' x 48', 10'6 x 36', 10' x 40', 10 x '30', 12'x 24', or 12' x 40'). 3) Locations: a. One billboard will be installed along Interstate 75 in Charlotte or Lee County, Florida, between State Road 776 (Harborview Road) and State Road 78 (Bay Shore Road). The billboard must be positioned to target drivers traveling south on Interstate 75. The billboard must be located on the western side of Interstate 75. b. One billboard will be installed on US Highway 41 between State Road 84 (Davis Blvd) and Port of the Islands (Newport Road). The billboard must be positioned to target drivers traveling south on U.S. Highway 41. The billboard must be located on the western side of U.S. Highway 41. 4) Visibility: The billboard shall be illuminated at night and clearly visible to oncoming traffic, without obstructions. 5) Rental: a. Media space (See 3a above) shall be provided for a minimum period of 6 consecutive months along Interstate 75 in Charlotte or Lee County, Florida, between State Road 776 (Harborview Road) and State Road 78 (Bay Shore Road). The billboard must be located on the western side of Interstate 75, targeting drivers traveling south on Interstate 75. b. Media space (See 3b above) shall be provided for a minimum period of 7 consecutive months on U.S. Highway 41 between State Road 84 (Davis Blvd) and Port of the Islands (Newport Road), Florida. The billboard must be located on the western side of U.S. Highway 41, targeting drivers traveling south on U.S. Highway 41. 6) Maintenance: The billboard shall be maintained in good condition and shall be repaired or replaced within 10 working days if damaged (repair/replacement date negotiable depending on local circumstances). 7) De-installation: If requested by NMFS, costs for de-installation of the billboard prior to the end of the rental period shall be the responsibility of the contractor. Deliverable Dates: 1) The contractor shall provide the production, installation, and rental of media spaces no later than September 30, 2014, unless delays are approved by NMFS. This is a 100 small business set-aside. The NAICS code for this action is 541850. Size standard not to exceed $15M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The Government now requires all contractors submit their Certification and Representation SAM. The SAM website is the single source for vendor data for the Federal Government.
