- NOTE: CORRECTION TO RESPONSE TIME PROSPECTUS The Prescott National Forest plans to secure a contract for professional engineering services. The purpose of this project is for preparing design plans and specifications for rehabilitation of the existing Air Tanker Base apron pavements and improvements to the aircraft and helicopter parking and loading areas. These improvements shall provide an additional fire retardant loading pit, increased small craft parking, reconfiguration of the helipads, and underground utility renovations/changes. The Forest Service anticipates awarding the contract to one contractor before September 30, 2014. Only firms with a Registered Professional Engineer(s) licensed in the state in of Arizona will be considered. Tasks include preparing a set of design plans and specifications for the rehabilitation and planned improvements for the Prescott Air Tanker Base aircraft apron and helipad areas. Design plans shall be required to be in compliance with all Federal Aviation Administration standards, all City of Prescott Code requirements, and City of Prescott Airport Operations Procedures. Awardee shall be responsible for ensuring that design plans and specifications receive approval through the City permitting process. Tasks may also include contract administration and construction contractor quality control and oversight for the construction of the design plans referenced herein. Preliminary design information such as conceptual design plans, survey data, soils and geotechnical information, and as-built drawings of the site can be provided upon award of the project. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations with respect to size and geographic location of firm, specialized technical expertise and other requirements listed. Following an initial evaluation of the qualification and performance data submitted, the firm that is considered to be the most highly qualified to provide the type of services required will be chosen to receive the solicitation for the project. Selection of a firm for the solicitation shall be made through an order of preference based on demonstrated competence and qualification necessary for the satisfactory performance of the type of professional services required. Firms qualified and interested in providing professional engineering services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Your SF- 330 form, or an attachment (preferred), should specifically address these areas: (1) Professional qualifications necessary for satisfactory performance of required services. • Identify the Registered Professional Civil Engineer who will be assigned to the project. Discuss their recent experience in airport pavement design/construction and underground utility work. (2) Capacity of the firm to provide the required services in the required time. • List your firm's available personnel, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (3) Past performance on contracts with government agencies or private industry in terms of cost control, quality of work and compliance with performance schedules. • Reference projects that are similar in scope to the tasks described herein. (4) Specialized experience and technical competence in the type of work required. • Highlight projects involving pavement design and construction at airports with a focus on apron and taxiway improvements and underground utility work. Proposal should also include the firm's quality control plan for field and office work.
