- Sources Sought Synopsis for United States Prompt Diagnostics (USPDS) Industry Day: 1. The Air Force Life Cycle Management Center (AFLCMC) and the Air Force Technical Applications Center (AFTAC) will host an Industry Day on 16 Oct 2014 from 9:00 AM until 11:30 AM at the Hope Hotel & Richard C. Holbrooke Conference Center (www.hopehotel.com), Building #823, near Area A, Gate 12A • Wright-Patterson Air Force Base, Ohio 45433. (Type in these GPS coordinates to navigate to the location: 39.798381437470134 degrees, -84.04257774353027 degrees). The Hope Hotel is located outside of the gates at WPAFB, so you will not need to enter the base or stop at the Visitor's Center. 2. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. 3. Responses to this request by interested parties will be used as part of market research by AFLCMC representatives to help finalize the Statement of Objectives and develop the life cycle strategy for USPDS in anticipation for a multiple award Indefinite Delivery Indefinite Quantity contract award in late FY15. Period of performance is expected to be five years with an expected ceiling of $60M. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8a, Service-Disabled Veteran Owned, Hub zone, and Women-Owned small business concerns. 4. Agenda: 0900-0930 Registration 0930-1015 USPDS Overview Brief 1015-1030 Break 1030-1115 USPDS Business Brief Note: Question cards will be available for you to fill out during and after this event. It is our intention to send out all questions and answers to participant distribution not later than 15 business days after the event. 5. This Industry Day is limited to U.S. companies that have the ability to operate at the SECRET classification level. It is requested that all companies interested in participating in this event register (no more than two persons per company) by providing the following information to: aflcmc.wi.uspds.workflowmailbox@us.af.mil. Name of firm with address, primary point of contact, and primary POC email address, names of participants (up to two), Commercial and Government Entity (CAGE) code and North American Industry Classification System (NAICS) codes selected in your System for Award Management (SAM) account. Electronically submit registration information not later than 4:00 PM Eastern Time on 9 Oct 14. The Government Contracting Officer envisions two dominant NAICS codes for this program; 541330 Engineering Services (Electrical/Software) and 541310 Architectural Services. No additional information will be considered at this time, but it is anticipated that a Request For Information (RFI) to include statements of capabilities will be posted to this site late in 2014. No phone calls will be accepted. 6. United States Prompt Diagnostics System (USPDS) Overview: USPDS is envisioned to be a fully integrated, terrestrially based, geographically dispersed, centrally managed, operational prompt detection and diagnostics system designed to detect, identify, and characterize a limited nuclear event and provide data to support the U.S. Government's attribution of such an event. Information from sensors installed throughout the continental United States will flow real-time into a data fusion center located at AFTAC, Patrick AFB, FL. 7. Sensors and non-developmental computer networks will be used to characterize the outputs of a nuclear device. These sensors will be installed in multiple, existing facilities in selected areas. The Government will be responsible for negotiating agreements with individual building owners. Sensor types: a. Strong & weak motion seismic b. Acoustic sensors c. Air pressure sensors d. Broadband radio frequency (EMP) sensors e. Gamma radiation sensors f. Optical sensors for fluorescence and sky shine 8. Anticipated Contract Tasks: a. Procurement of USPDS hardware and software (i.e. sensors, cabling, mounting hardware, servers, racks) b. Integration of equipment into a system for specific site configurations, as determined by Government c. Lab testing of each system d. Packaging, handling, shipping, and transportation of system to predetermined locations determined by Government. e. Installation of systems at locations as determined by Government, including conduit and power installation at equipment locations f. Site testing of installed system g. Support system sustainment 9.
