- 1. CONTRACT INFORMATION: Planning, Engineering and Design services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for various civil works projects primarily within the Detroit District mission boundary, but could include services within the boundaries of the U.S. Army Corps of Engineers Great Lakes and Ohio River Division. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Negotiations will be held with the highest qualified firm. If a satisfactory agreement cannot be reached with firm number one, then negotiations will be held with the next highest qualified firm in descending order until an agreement is reached. See Numbered Note 24 of the SF 330 instructions for general information on the A-E selection requirements. Two contracts are anticipated to be awarded. One indefinite delivery type contract will be solicited unrestricted, negotiated, and awarded with a base period not to exceed one year and four option periods not to exceed one year each. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $1,000,000. An option may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $1,000,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $5,000,000. The minimum guaranteed amount for the contract is $5,000. The other indefinite delivery type contract will be solicited as a small business set-aside, negotiated, and awarded with a base period not to exceed one year and four option periods not to exceed one year each. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $250,000. An option may be exercised when the contract amount for the base period or proceeding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $250,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $1,250,000. Minimum guaranteed amount for the contract is $5,000. The estimated award date of the contract is February 2015. North American Industrial Classification System code is 541330, which has a size standard of $15M in average annual receipts. This announcement is open to all businesses regardless of size for the first contract, and is set-aside for small businesses for the second contract. Large businesses must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Detroit District, which will be considered in the negotiation of this contract are (1) at least 43.3 of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 10% of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 6.2% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 10% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB; (5) at least 11% of a contractor's intended subcontract amount be placed with HUB Zone SB. THE SMALL BUSINESS SUBCONTRACTING PLAN IS NOT REQUIRED WITH THIS SUBMITTAL. The wages and benefits of service employees (see FAR Subpart 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. To be eligible for contract award, a firm must be registered in the DoD System for Award Management (SAM). Register via the SAM internet site at http://www.sam.gov/ or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. This procurement is UNRESTRICTED. 2. PROJECT INFORMATION: No specific projects are identified at this time. The majority of the professional services are required for work related to the planning, engineering, designing, constructing and operations and maintenance activities associated with navigation projects, local flood protection projects, rehabilitation of buildings, structures and facilities, infrastructure repairs and improvements, shoreline protection and remediation, environmental and ecosystem restoration, watershed studies, hydraulic, hydrologic, coastal and sediment transport modeling. 3. SELECTION CRITERIA: Firms must demonstrate in their submittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance. Criteria 'a' through 'e' are primary factors. Criteria 'f' through 'h' are secondary factors and will only be used as quote mark tie-breakers quote mark among firms that are essentially technically equal. 3a) Specialized experience and technical competence. The prime firm and any subcontractors shall demonstrate recent (last 10 years) specialized experience and technical competence in or related to: harbors, jetties and piers or related special (navigation) structures (including navigations locks, guidewalls, breakwaters, piers, jetties, revetments, and dams); rivers, canals, waterways and flood control structures; electrical distribution and electrical control systems (including use of standard electrical and power system design software such as ETAP and EPLAN); construction of new and rehabilitation of building structures and facilities; infrastructure repair and improvements, flood control structures, coastal structures including erosion protection; dredging and dredged material disposal confinement facilities; project planning; preparation of National Environmental Policy Act (NEPA) compliance documents; environmental and ecosystem restoration studies; water quality modeling; hydrologic modeling of watersheds to include a variety of hydrometeorologic parameters; hydraulic modeling of rivers using 1-, 2- or 3-dimentional models, sediment delivery and transport modeling of watersheds, coastal processes studies to include sediment budgets; floodplain studies; and use of CADD in Micro Station version V8i, Corps of Engineer standard programs for cost estimating (MCACES - 2nd Generation (MII), specifications (SPECINTACT), comment system entitled DrChecks, and Geographic Information Systems (GIS). Proposals that demonstrate experience with Rockwell Automation software and General Electric iFIX HMI/SCADA software, and Schweitzer Engineering Laboratories protective device software will be considered more highly qualified. 3b) Capacity to accomplish the work: The selected firm shall have available for work on task orders adequate professional and technical personnel in the following disciplines: mechanical engineering, civil engineering, electrical and control systems engineering, structural engineering, environmental engineering, industrial hygienists, geological engineering, geotechnical engineering and geology, hydraulic engineering, hydrologist, coastal engineering, cost estimating, value engineering, specifications writers, CADD technicians, GIS specialists, planners, economists, biologists, and ecologists. The evaluation will consider the capacity of the firm and any consultants to accomplish one task or numerous tasks similar in size as described in paragraph 1), and the availability of adequate of personnel in key disciplines outlined in paragraph 3c). 3c) Professional Capabilities: A-E contractor will have (either in-house or through consultants) qualified registered professional personnel in the following key disciplines: Civil Engineering, Environmental Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, Hydraulic Engineering, Value Engineering, Geological Engineering, Geotechnical Engineering, Geology, and Architectural Design (practicing in the state where the project is located, i.e. Michigan, Minnesota, Wisconsin, and Indiana). Registrations/Certifications in Hydrology, LEED, Industrial Hygiene, and Fire Protection would be optimal. 3d) Past Performance. Past Performance on DOD and other contracts, preferably Corps of Engineers contracts, with respect to cost control, quality of work and compliance with performance schedules, as determined from CPARS/ACASS and other sources. Firms may include documentation of past performance on recent similar contracts with other Federal agencies, State and local governments, and private firms. The firm must demonstrate an effective quality control program that has delivered high quality products, on time and within budget. CPARS/ACASS is the primary source of information on past performance. CPARS/ACASS will be queried for all firms submitting a proposal. The board may seek information on past performance from other sources including information from SF 330 Section F, but is not required to seek other information on the past performance of a firm if none is available from CPARS/ACASS. The board will consider the relevancy of each performance evaluation to the proposed contract, including the type of work, performing office, age of the evaluation, and whether subsequent evaluations indicate a change in a firm's performance. A firm that has earned excellent evaluations on recent DoD A-E contracts for similar projects will be ranked relatively high on past performance. 3e) Demonstrate knowledge of the Great Lakes. Demonstrate knowledge of the Great Lakes locality that the firm and proposed team possess to accomplish the planning, engineering and design services to be provided listed in paragraph 1 above. 3f) Geographic Proximity. Geographic location of the principal design office within the Detroit District boundaries. 3g) Extent of participation. Small Business, Small Disadvantaged Business, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 3h) Volume of DOD Contract Awards. The overall most highly qualified firms will not be rejected solely in the interest of equitable distribution of contracts. Responding firms should cite relevant contract numbers, award dates and total negotiated fees for any DoD A-E contract awarded within the past twelve (12) months. Also indicate relevant Task Orders and Modifications awarded to your firm by DoD agencies under an indefinite delivery type contract within the last twelve (12) months. Indicate date of Task Orders and fee for each (this will be based on Part II, block 11 of SF 330). Do not include options that have not been exercised. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit six copies of SF 330 Part I and two copies of SF 330 Part II for the prime firm and all consultants to the U.S. Army Corps of Engineers, Detroit District, 477 Michigan Avenue, Room 700b, Detroit, MI 48226, ATTN: Contracting, not later than 2:00 PM (Eastern Daylight Time) on 23 September 2014. Regulations require that the selection board not consider any submittals received after this date and time. The SF 330 should specifically address the requirements of this announcement. See SF 330 note 24 for general submission requirements. The firm shall present a proposed organization chart and a narrative describing how the organization will function, including how the QA/QC plan will be implemented. The firm shall identify those functions to be subcontracted out and to what office location. Include the firm's DUNS number for the prime and key subcontractors in SF 330, block 10. In Block 30, describe owned or leased equipment that will be used to perform this contract as well as CADD capabilities. Facsimile transmissions will not be accepted. Solicitation packages will not be provided. As required by acquisition regulations, interviews for the purpose of discussing prospective contractor's qualification for the contract will be conducted only after submittal review by the selection board. Interviews will be conducted by telephone. 5. PAGE LIMITATIONS: Section E shall be limited to 15 pages with one page per individual. Section F shall be limited to 10 projects, 20 pages total. Section H shall be limited to 20 pages and include a Project Management Plan and a Quality Management Plan. Each printed side of a sheet of paper will count as a page. Font size shall be 10 or larger. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. Cover letters, company literature and extraneous materials are not desired and will not be considered. Personal visits to discuss this announcement will not be scheduled.
