- Description
- The 700th Contracting Squadron, Kapaun Air Station, Germany, hereby publicizes its intention to issue solicitation number FA5613-14-R-0016 to solicit proposals for the Multiple Award Construction Contract (MACC) Program for the Kaiserslautern Military Community (KMC), Ramstein and Spangdahlem Air Bases (AB), Germany. The Air Force intends to award a minimum of two (2) with a target of four (4) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for the MACC Program consisting of a broad range of design-build, sustainment, maintenance, alteration, repair, renovation, and minor construction projects to include residential and commercial work affecting real property on various federal and military installations. Performance of design-build, or build only requirements will be accomplished through individual, firm-fixed-price task orders. Description of the work will be identified in each individual task order. This procurement is unrestricted (full and open competition). The estimated program value (combined value of all task orders from all awarded contracts) is $150,000,000 over a five-year period. The projected period of performance will consist of one 12-month basic period, plus four 12-month option periods, starting 6 Jul 2015 through 5 Jul 2020. Project task orders may range between an estimated $1,000 and $5,000,000. The solicitation will include a design-build seed project at Ramstein AB, Germany; the magnitude of which is between $1,000,000 and $5,000,000. The anticipated issue date for the Request for Proposal (RFP) is on or about 3 Oct 2014, with the anticipated date for receipt of proposals on or about 3 Nov 2014. The Government plans to use the Federal Business Opportunities (FBO) website as the only means of disseminating and exchanging information. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information, and for downloading their own copy of the solicitation package. Hard copies of documentation will not be made available. Potential offerors must register at FBO in order to receive notification and/or changes to the solicitation. A pre-proposal conference/site visit will be held at Ramstein AB approximately between one and two weeks after solicitation release. Confirmed dates and additional information will be provided in the RFP. All contractors MUST be registered and active in the System for Award Management (SAM) in order to receive a contract award. Contractors can obtain further information on the SAM website at https://www.sam.gov.
