Description
JOFOC Redaction The U.S. Office of Personnel Management (OPM), Facilities, Security & Contracting (FSC), Contracting Group, CIO/OTM/Data Center (DC) mirrors mission critical data from 1900 E St NW Washington, DC to IBM's Business Continuity and Recovery Services at 300 Long Meadow Road Sterling Forest, NY. Previously OPM's data mirroring consisted of Brocade supplied switches and routers at both the TRB and Sterling Forest locations connected via two (2) OC3 point to point circuits. Mirroring traffic was monitored and managed by Brocade. OPM intends to issue a non-competitive award that will result in a contract to Mainline Information Systems, located at 1700 Summit Lake Dr Tallahassee, FL 32317-7935. In FY13, a new circuit contract was awarded, which does not include network monitoring. Network Monitoring Services (NMS) provide fault and performance monitoring and analysis for existing equipment and select 3rd party devices and networks, providing proactive problem reporting and analysis. DC seeks to put in place a new contract for network monitoring. The Data Center for disaster recovery purposes, requires data mirroring of OPM mission critical programs; Federal Investigative Services, Retirement Services, and OPM Administrative programs. Network Monitoring of redundant OC3 point to point circuits is currently provided by Brocade Communications Systems, Inc. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Carrie Lopez at carrie.lopez@opm.gov within 5 calendar days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Acquisition Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Mainline Information Systems.
