- Attachments one and two COMBINED SYNOPSIS/SOLICITATION Base Theater Sound System MALMSTROM AFB, MT 15 September 2014 (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotes (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-14-T-0057. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) This requirement will be solicited as 100% small business set-aside. The NAICS code is 333316 with a small business size standard of 1,000 employees. (v) CLIN 0001: 1. Theater Projection System: a) Contractor is required to provide and install new projector in the theatre projection booth. The distance from the projection booth to the screen is 80 feet. The intent of this projector is to connect to an existing computer located in the projection booth and to display DVD movies / multimedia material for presentations. The projector must be powerful enough to provide a good quality clear picture on the screen. b) Contractor is required to establish a video signal connection from a laptop terminal at the front left side of the theater stage to the projection booth. The purpose of this is to allow an additional laptop to be connected for easy access during base ceremony presentations. c) Contractor must install a new white front projection screen in place of the current one. The required screen size is: height: 15', width: 24'. The screen must be able to be retracted into the ceiling using a wireless remote control that will work from projection booth. 2) 2. Theatre Sound System: i) 2.1. Contractor must remove and replace the existing sound system excluding the speakers mounted on the walls and in front of the screen. There are total of five (5) JBL SR4726X speakers located in a standard surround sound configuration. The intent of the sound system is to produce movie and presentation quality sound. ii) 2.2 Contractor must provide two wireless vocal microphones, two lavalieres, 4 boundary floor microphones, and 2 powered fold back monitors connected to the sound system, and 2 microphone stands for the purposes of live briefings and presentations. iii) 2.3 Contractor must provide 24 channels, 4 bus mixer with 8 Ch. sends, 4 band channels Equalizer. 3) 3. Contractor will ensure all wiring is either routed through the ceiling or wall, or contained in wire track in a manner that does not cause safety concerns or add an eyesore to the facility. i) 3.1 Note that detailed descriptions of the amount of loom, wire mold, fittings and track are not available and must be obtained by contractor through site visit. 4) 4. Contractor will provide 72 hour on- site response for necessary repair/warranty for a period of 365 days from completion of the project. (vi) Description of requirement: Provide the all products and services listed in the above CLIN, to include; 72 hour on-site response for all necessary repairs and a one year labor warranty and delivery. (vii) Delivery schedule shall be no longer than 60 days which includes lead time, delivery, and provisioning. (ix)The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Quote will be evaluated on price and ability to meet specifications. (x) The provisions at FAR52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. * All firms or individuals submitting a quote shall include a completed copy of this provision, or include a completed copy of the annual representations and certifications at the System for Award Management (SAM) website. (End of clause). 5352.201-9101 OMBUDSMAN (APR 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
