- Terms and Conditions i. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, and FAR Part 13, as supplemental with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. Solicitation number HSCG23-15-Q-VPA002 is being issued as a Request for Quote (RFQ). iii. The associated North American Industrial Classification System (NAICS) is 519130 with a small business standard of 500 employees. iv. The USCG requires 5 SeaWeb Licenses for the USCG National Pollution Funds Center. The purchase order will include a six (6) month Base Period and four (4) twelve month Option Periods as follows: CLIN 00001 - SeaWeb licenses for 5 users - 6 month (October 1, 2014 - March 31, 2015) CLIN 10001 - SeaWeb licenses for 5 users - 12 months (April 1, 2015 - March 31, 2016) CLIN 20001 - SeaWeb licenses for 5 users - 12 months (April 1, 2016 - March 31, 2017) CLIN 30001 - SeaWeb licenses for 5 users - 12 months (April 1, 2017 - March 31, 2018) CLIN 40001 - SeaWeb licenses for 5 users - 12 months (April 1, 2018 - March 31, 2019) v. The United States Coast Guard (USCG) requests that IHS Global submit a quote for five user Sea-Web licenses for the USCG National Pollution Funds Center (NPFC). vi. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. Any award resulting from the RFQ will be issued on Standard Form 1449. vii. The quoter must comply with Provision 52.212-1, Instructions to Offeror - Commercial Items (April 2014), Addendum to FAR 52.212-1 as follows: Parties responding to this solicitation may submit their offices in accordance with their standard commercial practices, but must include the following information: (1) Company's complete mailing and remittance address (2) Discounts and prompt payment if applicable (3) CAGE code (4) DUNS & Bradstreet Number (5) Taxpayer ID Number (6) Provide an itemized quote that details the price for the requested licenses viii. FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) applies to this solicitation. (a) The evaluation and award will be made in accordance with FAR Part 13.106. The government intends to evaluate the price reasonableness of the quote submitted. The Government intends to award a sole source Firm-Fixed Price Purchase Order to IHS Global, 15 Iverness Way E, Englewood, CO 80112 in accordance with FAR Part 13.106-1(b)(1)(i). ix. FAR 52.212-3 - Offeror Representation and Certifications - Commercial Items (May 2014) applies to this solicitation. If the offeror has not filled out electronic Representations and Certifications in SAM, a completed copy of this provision shall be returned with the quote. x. Incorporated by Reference FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2014) apples to this acquisition. Addenda are included in the attached document - Terms and Conditions xi. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (July 2014) to include the following clauses listed in the attachment - Terms and Conditions xii. Award will be made in accordance with FAR 52.232-19 Availability of Funds. Additional Terms and Conditions are contained in the attachment - Terms and Conditions xiii. The due date for quotes is September 19, 2014 at 12:00 PM E.T. All quotes shall be submitted via email. xiv.
