Description
THIS IS A SOLE SOURCE NOTICE. This notice is issued by the Intelligence and Security Command (INSCOM), to announce that it intends to issue a modification to contract number W911W4-12-C-0016 to Microsoft Corporation, for augmentation by providing Enterprise Strategy IT Architecture and Planning (ES-ITAP) in support of the HQ INSCOM requirements for the planning and deployment of Microsoft solutions within a classified intelligence community network enterprise. Electronic procedure will be used for this action. IAW FAR 5.207(c)(15)(i). Interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 3 days of this notice. Based upon market research, the Government is using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Market research was conducted utilizing government and commercial databases for pertinent information and contacting agencies known to provide these systems for the Intelligence Community (IC). INSCOM has previously purchased the consulting services from Microsoft given the proprietary information incumbent in the services provided. Microsoft assists with knowledge transfer efforts related to HQ INSCOM's mission and provides recommendations to the Government for satisfying those requirements through technology implementations. This includes providing Information Technology Architecture and Planning (ITAP); alignment of enterprise, mission, and tactical requirements to technology capabilities; design and integration of new technology solutions; assessment and efficient use of existing technologies; and strategy recommendations for leveraging technical capabilities to meet HQ INSCOM's mission objectives. Microsoft consulting services incorporates technology and knowledge as well as industry knowledge to enhance the operations at GISA and its supported elements. The scope of this contract directly reflects the needs of HQ INSCOM and its mission. Microsoft's consulting services directly involve the use and manipulation of source code that is proprietary to Microsoft Corporation and the services required cannot be acquired by any other business until Microsoft Corporation releases their proprietary information.
