- Amendment with Highlighted Changes Amendment Summary Innovation in Policy Development and Research(PD&R) awards Contract - DU206SF-14-Q-0008. The U. S. Department of Housing and Urban Development (HUD) Ft. Worth requires a contractor to provide competitive services for periodical subscription agent services. The anticipated award is firm fixed price - Lowest Priced Technically Acceptable with a base year and two option years. Additional detail on the requirements can be found in the Solicitation (attachment 1). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is DU206SF-14-Q-0008 issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13.5). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, 01 January 2014. This acquisition is set aside 100% for small business competition under North American Industry Classification System (NAICS) code 511120 - Periodical Publishers; Size Standard 500. This RFQ has multiple line items: See the Statement of Work section for details. The Quotations may be in any format but MUST include: - Proposing company's name, address, Tax ID Number, Cage Code, and phone - Point of contact's name, phone, and email. - Quotation number & date - Item price - Total price - Applicable discounts - Timeframe that the quote is valid - Delivery Schedule - Completed FAR 52.212-3 Representations and Certifications (if not in SAM) Contract financing is NOT provided for this acquisition. Quotations shall be accompanied by a completed FAR 52.212-3, Representations and Certifications (Apr 2012), and adhere to FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012). The Government intends to award one firm fixed price (FFP) purchase order with a base and two option years resulting from this solicitation to the responsible offeror whose quote is conforming to the solicitation and will be most advantageous to the Government. The Government intends to award without discussions and the Government reserves the right not to make multiple awards if deemed in the advantageous. The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in the System for Award Management (SAM) at https://www.sam.gov and completing the on-line Representations and Certifications. The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. The award will be based on LPTA and the evaluation factors are Technical, Past Performance, and Price. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. The Government intends to award without discussions and the Government reserves the right not to make an award at all.
