Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Design/Build contractor with the capacity and qualifications to provide design/build services for a multi-building roof replacement project. The work includes, but is not limited to, removal of the existing asphalt shingle roofing system; upgrading of the attic insulation to R-60; ensuring the effectiveness of the ventilation systems and installation of a new 40-year asphalt shingle roofing system with ice and snow guards appropriate for the Alaska Region. This work will be performed on five (5) buildings, total approximately seventy eight thousand (78,000) square feet of roof at the Alaska Job Corps Center in Palmer, Alaska. The estimated construction range is between $1,000,000 to $5,000,000. Interested offerors are encouraged to submit a statement of qualifications. Your statement of qualifications should provide sufficient information that clearly describes the qualifications and experience of your firm in the following areas: 1. Previous projects similar in scope and value Provide two or more major multi-building roofing projects located on operating facilities, high schools or college campuses with a $1,000,000 to $5,000,000 constructed value performed within the last five years. Provide previous project examples and copies of manufacturer certifications. Your project examples should include the location of the project, the project owner, a brief description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location Provide examples of two or more asphalt roof replacement projects performed in the State of Alaska completed by the Design/Build Contractor within the last five years indicating familiarity with local conditions and with the subcontracting community. 3. Cost control, project schedule, safety and quality of work A. Your previous project examples should include the date of the notice to proceed, the original contract completion date and actual completion date for each project. B. Using previous projects indicate the contract award amount, the final contract value, and the percentage of change order value relative to the total construction value for each project. C. Using the previous projects, define your Safety and Quality Control procedures and protocols applied to all projects. The EMR safety rating and EMR Safety Ratings for 2011, 2012 and 2013 should also be included in your response. Responses to this Notice will be evaluated based on the following Qualifications, which are listed in order of importance. 1. Previous projects similar in scope and value 2. Project Locations 3. Cost control, project schedule, safety, and quality of work This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON OCTOBER 2, 2014, BY 2:00 PM EDT, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO garnett.eileen@dol.gov (Eileen Garnett, Contracting Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, formally the Central Contractor Registration (CCR), prior to contract award.
