Description
The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to award a sole-source, firm fixed price contract to EKO Instruments USA Inc., 95 South Market Street, Suite 300, San Jose, CA 95113. The contract is expected to be awarded under FAR 6.302-1. A Justification for Other than Full and Open Competition has been prepared. The period of performance shall be 60 days from date of award. The contract will be in support of the Materials and Structural System Division (MSSD), Polymeric Materials Group (PMG) and their development and implementation of methodologies and metrologies for determining the scientific origins of materials degradation required for predicting the service of life of polymeric materials, components, and systems exposed in their intended or accelerated exposure environments. The group provides: (1) measurements at the molecular and nanometer scales of chemical, physical, mechanical, optical, and morphology property changes in polymeric materials as they degrade; (2) develops instrumentation and sensors for automating the formulation, material property characterization, and accelerated aging of polymeric materials; (3) conducts analytical, laboratory, and field research on the performance of polymeric materials such as coatings, sealants, adhesives, composites, and roofing materials; (4) provides technical bases for improved criteria and standards for evaluation, selection, and use of these materials; and (5) supports the scientific information needs of federal agencies in formulating national policies related to building and infrastructure applications. Current standardized test methods used for qualifying PV polymers are not scientifically-based, and are only useful for detecting premature failures, not for predicting service life or ensuring long-term reliability of products. The new technical idea is to produce and transfer measurement standards and tools to industry for evaluating the lifetime of polymeric materials in PV systems, which include encapsulates, front sheets, back sheets, edge seals and junction box adhesives. This project will develop: (1) fabrication of the state-of-the-art accelerated laboratory weathering device with multiple applied environmental stresses (UV radiation, temperature, and moisture) for testing PV polymers, components, and mini-modules, (2) analytical tools capable of discerning degradation mechanisms and failure modes of PV materials, components and modules (3) mathematical models for linking field and laboratory exposure results and predicting service lives of PV polymeric materials using a reliability-based methodology, and (4) draft qualification and test standards for polymers used in photovoltaic applications. This instrument will characterize solar ultraviolet radiation between 300-400nm. This spectral range is the same as PMG laboratory exposure device. The data from this instrument will enable our group to characterize outdoor damage in materials in direct comparison to laboratory exposures. This data is necessary to develop models for estimating outdoor damage in materials using laboratory exposures. The EKO Instruments, MS-701 is the only NIST traceable, outdoor solar UV spectroradiometer available. If the MS-701 cannot be purchased, it would result in the inability of the government to complete several projects in the Engineering Laboratory's Sustainable, High Performance Infrastructure Materials Program in the defined time frame. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting NIST's requirements will be considered for award. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chantel Adams by email at chantel.adams@nist.gov no later than 3:00 p.m. Eastern Time on Thursday, September 18, 2014. Fax inquiries shall not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
