- THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN SOLICITATION W911KB-15-R-0002 FOR EMERGENCY POWER PLANT STORAGE, CLEAR AFS, ALASKA. THIS IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of larger construction contract to be executed on Clear AFS, Alaska. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Application for Brand-Name Descriptions". ITEM: Siemens Direct Digital Controls Equipment. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as this sole source item will be incorporated into the specifications for the Emergency Power Plant Storage project on Clear AFS, Alaska. The existing Utility Monitoring Control System (UMCS) on Clear AFS is the Siemens Apogee Insight System. All buildings on Clear AFS are required to be connected to this head end and to have a fully integrated building automation system, incorporating direct digital control (DDC) for energy management, for equipment monitoring and control, for temperature control and for other building subsystems. The installed building automation system shall provide full communication and functionality with the base system. It is essential to the Government that the building automation system in each new facility integrates with the proprietary Siemens Apogee UMCS without the use of gateways, drivers, or protocol converters. The Siemens Apogee UMCS must configure the facility's BAS and Direct Digital Control System in order to provide a fully functional and operational system. Siemens controls equipment to be provided under solicitation W911KB-15-R-0002 includes: SPECIFICATION SECTION 23 09 33.00 40 - ELECTRIC AND ELECTRONIC CONTROL SYSTEM FOR HVAC - Space Thermostats - Central Control Cabinet - Individual System Control Panels SPECIFICATION SECTION 23 09 53.00 20 - SPACE TEMPERATURE CONTROL SYSTEMS - Microprocessor-Based Room Thermostats - Single-Loop Controllers - Unitary Control Systems - HVAC System Control Panels Vendors who offer controls system equipment which can provide full communication and functionality with the base Siemens Apogee Insight System are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacturer's name, address, and country of product manufacture. (2) Fully detailed specification sheets. (3) Narrative addressing how your product(s) can provide full communication and functionality with the Clear AFS Siemens System to include the need for any special hardware or software needed to translate the DDC inputs/outputs into something the UMCS will recognize.
