Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Center for Environmental Assessment (NCEA), Global Change Research Program (NCEA/Global). NCEA/Global is an assessment oriented research program. NCEA/Global assesses the potential consequences of global change on human health, the environment, and the economy of the United States. Nitrogen (N) deposition is a prominent global change factor that currently stresses ecosystems and the services people extract from them. Recent work has identified initial estimates of the ?critical loads? for N-induced ecological impacts including species declines, acidification of aquatic systems, as well as other end points. Other recent developments include advancements in modeling capabilities, particularly the development of the VSD+/PROPS analytical platform for Europe. A central component of this acquisition is to support the development of an interactive online tool to enable researchers, decision makers, and the interested public to access the Critical Loads of Acid Deposition database and explore critical loads and critical load exceedances for various ecological end points and areas. Another central component of this acquisition is to explore the potential for using the VSD+/PROPS analytical platform for ecosystems in the US. Together these efforts will help adva nce the Agency?s understanding of the impacts from nitrogen deposition on ecosystems. Specific tasks include: TASK 1:Develop Quality Assurance Project Plan (QAPP). TASK 2:Technical Support for Development of online critical loads tool. TASK 3: Development of VDS+/PROPS as a tool for the U.S. SUBTASK 3A: VSD+/PROPS model review and analytical planning SUBTASK 3B: Analysis plan and model runs SUBTASK 3C: Peer reviewed journal article summarizing Subtasks 3A and 3B. TASK 4: DEVELOPMENT OF SCOPING WHITE PAPERS OPTIONAL ITEMS TASK 5: Ongoing Technical Support for N Deposition Research Projects and tool development. TASK 6:Technical Assessment of Varying N Deposition Estimates and Effects on Prior Exceedance Calculations. TASK 7: Development of Optional Scoping White Papers. The government anticipates awarding a single fixed-price contract. The solicitation is subject to full and open competition accomplished under FAR Part 12 Commercial Procedures. The EPA anticipates award will be made in October, 2014. The request for quotation is anticipated for release on or about October 1, 2014, and will be made available through FedConnect at www.fedconnect.net.
