Description
THIS IS NOT A SOLICITATION OR AN AMENDMENT TO A SOLICITATION. In accordance FAR 6.305, the Justification for Other Than Full and Open Competition (JOFOC) is hereby posted for a minimum period of 30 days. The JOFOC is available at www.FedConnect.net. END OF POSTING. The Environmental Protection Agency (EPA), Office of Acquisition Management (OAM), on behalf of the Office if International and Tribal Affairs (OITA) American Indian Environmental Office (AIEO) intends to negotiate a firm-fixed price contract on a sole source basis with American Indian Higher Education Consortium (AIHEC) of 121 Oronoco Street, Alexandria, VA 22314. Award is intended to be processed under Federal Acquisition Regulation (FAR) 13.5 and under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Support services and required items were previously provided by AIHEC under contract number EP-W-12-023, which expired on 31 July 2014 and which was titled, Tribal ecoAmbassadors Program Support. The previous contract was sole sourced to AIHEC under the same authority noted above. This sole source award would help to ensure a fully successful third and fourth year of EPA's Tribal ecoAmbassadors Program, which needs to reach as many Tribal Colleges and Universities (TCU) academic institutions as possible. AIHEC is a 501(c)(3) organization governed by a board of directors, which is comprised of the presidents of its accredited U.S.-based TCUs. By automatically providing access to every TCU, EPA estimates a wide variety of types of program proposals (e.g., climate change adaptation, water quality monitoring, etc.). Based of EPA's market research and historical data concerning this requirement, AIHEC is uniquely qualified and the only source capable of satisfying this requirement given that AIHEC's members represent all TCUs. Additionally, EPA is not aware of any other Tribal entity with AIHEC's network of access to the targeted higher education institutions. Support to EPA under this contract consists of non-personal services and is commercially available. Specific tasks and deliverables required under this contract are detailed in the attached Draft Statement of Work. The proposed contract action is estimated to cost $517,110.58 with a two (2) year performance period consisting of a base period and an option period. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT IN ACCORDANCE WITH FAR 5.2--SYNOPSES OF PROPOSED CONTRACT ACTIONS. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. NO SOLICITATION FOR THE CONTRACT AWARD WILL BE PROVIDED. The determination not to compete this proposed contract action is solely in the discretion of the EPA. The EPA will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the EPA to award the proposed contract action on a sole source basis. Interested parties must provide evidence of their capability to fulfill this requirement no later than 8 September 2014 by 8:00 AM ES to Stefan Martiyan, Contracting Officer via email at martiyan.stefan@epa.gov or through FedConnect. A Draft Statement of Work is provided as an attachment to this posting at www.FedConnect.net. Responses to this notice must demonstrate evidence that clearly and convincingly demonstrates that competition of the contract would be advantageous to the Government and would not hinder EPA mission objectives with respect to this requirement.
