- The Department of Justice (DOJ), Justice Management Division, Library Staff intends to negotiate with Thomson Reuters for subscription updates and supplements to West print publications that are held by DOJ offices and libraries. Titles to be procured are pocket parts, updates and annual service to: Bankruptcy Court Decisions Weekly News and Comments, California Penal Code, California Reporter 3rd, Florida Rules of Court Federal, Louisiana Cases 3rd, Massachusetts Court Rules Federal, Mertens Law of Federal Income Taxation, Search and Seizure 5th, Bankruptcy Code Rules and Forms and Washington Court Rules Federal. These publications contain copyright protected information that is utilized by Department attorneys for research and trial preparation. They are unique by virtue of their copyright and content. Thomson Reuters under the West Publishing imprint is the only known source that can provide subscription updates to these publications. The statutory authority for the proposed procurement is 41 U.S.C. 253(c) (1), only one responsible source. The solicitation will not be distributed on the General Services Administration website http://www.fedbizopps.gov). This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The proposed orders will supply Department locations nationwide. The anticipated period of performance under any resultant purchase orders will be one (1) year.
