Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Department of Homeland Security, Customs and Border Protection (CBP) intends to negotiate with Creative Electron, 253 Pawnee St., San Marcos, CA 92078,on a sole source basis, pursuant to FAR 13.106-1(b), Soliciting from a single source. CBP Laboratory and Scientific Services in San Francisco, CA, has a requirement for the procurement and instruction for a TrueView Prime System. The TrueView Prime System equipment will screen all integrated circuits (ICs) for counterfeit determination. This system comes with a 90KV Microfocus x-ray source, along with 5 micron spot size that can yield higher resolution images. The system can examine inside the packaging, "die" with non-destructive testing. This facilitates the internal die and manufacturing configuration in minuets with thousands in "real to reel" sample holder. This examination is one of the methods used to determine whether an IC or part is counterfeit or legitimate. The North American Industry Classification System (NAICS) code for this acquisition is 333314 and the size standard is 500 employees. The Government intends to solicit and negotiate directly with Creative Electron. No solicitation package will be issued. This notice is not a request for competitive proposal. It is anticipated that the order will be awarded to Creative Electron on or about September 18, 2014. If any interested person believes it can meet the above requirement, they may identify their interest and capability via e-mail. The capability statement must include sufficient detail to allow the Government to determine if the party can perform the requirement. All responses may be e-mailed to Dione.Shelton@cbp.dhs.gov. Verification of receipt of response is the sole responsibility of the interested person. A determination by the Government to compete this requirement based on any responses received is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responsive statements are received by September 17, 2014 at 12:00pm EDT, an award will be made to Creative Electron.
