Description
Brand Name Justification Specifications Solicitation #AG-8KAP-S-14-0012 The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Center for Genetic Resources Preservation (NCGRP), in Fort Collins, CO, has a need for one (1) Consolidated Sterilizer Systems Steam Autoclave with Cart and Installation. The associated NAICS code is 339113, Surgical Appliances and Supplies Manufacturing. This procurement has a Consolidated Sterilizer Systems brand name requirement. One of Consolidated's most unique features in regards to their autoclave is that they do not have/require proprietary parts, labor, or preventative maintenance agreements. Other manufacturers, in comparison, require only the use of the proprietary parts, labor, and preventative maintenance agreements that can only be obtained from their company. This is often very costly for long term use and eliminates competition. However, acquiring Consolidated's autoclave opens doors for future competition as it allows the use of parts, labor, and maintenance agreements that are not affiliated with proprietary manufacturers. Other unique features of Consolidated's autoclaves include: •· Hardwires on all electronics eliminating the chance of any electronic connectors coming loose in transit or during use •· The Waste Water Cooling component does not utilize electricity for it to function as it is a temperature actuated, non-electric, mechanical devise. •· Separate solenoid valves are used for all steam and water functions •· 15 year chamber warranty The Brand Name Justification is included with this solicitation. The required steam autoclave and accessories can be found in the attached Specifications. Firms that can provide these products are encouraged to submit a quote, in accordance with FAR 52.212-1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #AG-8KAP-S-14-0012 is issued as a Request for Quote (RFQ). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) and will be incorporated in the awarded purchase order. The following clauses and provisions, included in the solicitation, are applicable to this procurement: 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. Please note that this list is not all inclusive and interested firms should reference the solicitation document for all relevant clauses and provisions. Contractor shall be registered in the SAM (System for Award Management) at https://www.sam.gov/portal/public/SAM/ and ORCA, which is contained within SAM, prior to the offer receipt time. Because of the short bid acceptance period, offers received from vendors not registered at that time will be rejected and not considered for award. Representations and Certifications : Please include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with your quote. Delivery : Quotes need to include all applicable expenses (shipping/delivery, etc.). All items need to be delivered within 120 days after receipt of the order to the following location: USDA, ARS, NPA, NCGRP 1111 South Mason Street Fort Collins, CO 80522 This is a "Buy Best Value" acquisition. The Evaluation Factors are: 1. Past Performance 2. Offeror's Technical Solution 3. Quality and Reliability 4. Price Evaluation Factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 4, 1, 3. See Section M in the solicitation document for more information about the Evaluation Factors for Award and how the award will be made.
