- The U.S. Environmental Protection Agency, Office of Water (OW), Office of Ground Water Drinking Water (OGWDW), Technical Support Center (TSC) intends to negotiate on a sole source basis with Tamarack Environmental Laboratories, LLC to produce and deliver 10 milligrams of microcystin-d-6-ethyl mono-ester over the course of a 12 month period. Tamarack Environmental Laboratories has a unique ability to produce a supply of microcystin-d-6-ethyl mono-ester for the following reasons: (1) Knowledge of techniques for esterifying microcystin with deuterium labeled ethanol (2) Prior experience with microcystin esterification for methyl and ethyl esters (3) Experience with techniques of manipulating microcystin esterification to favor optimal production of esterified microcystin. These unique abilities are essential for contract performance because they are elements needed for the successful esterification of microcystin. The availability of an internal standard for microcystin will assist method development and quality control for analyses of drinking water samples for naturally occurring microcystins. Such a standard is needed to proceed with Unregulated Contaminant Monitoring Rule monitoring for microcystin. Market research, in the area of toxicological research, has not located another contractor with the ability to produce a deuterium-labeled ethyl ester of microcystin and who is also familiar with the appropriate esterification method to be used or method of optimizing yield of the reaction. Additionally, there is no commercial supply of deuterium labeled ethyl ester of microcystin-LR. The previous order for deuterium-labeled ethyl ester microcystin (EP-13-C-000079) was with a contractor that employed the same investigator that is currently the principal investigator at Tamarack Environmental Laboratories, Judy A. Westrick, Ph.D. For this reason, the anticipated follow-on order is being proposed to be done by the same investigator through Tamarack Environmental Laboratories, LLC, as a logical follow-on. In the absence of this investigator, the previous contractor does not have the knowledge or experience to conduct the proposed work. This order also differs from the previo us order in that there is no developmental cost associated with the procurement. The costs for this procurement consists of the cost to produce the product. This procurement will be accomplished under FAR Part 13 Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit a capability statement to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
