- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The solicitation number for this request for quotations (RFQ) is W913E5-14-T-0036. The associated North American Industry Classification System (NAICS) code is 811310, which has a size standard of $7.5 Million. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH has a requirement for maintenance and repair of nine (9) medium power transformers (13.KV primary) and three (3) single-action medium voltage switches. The Contractor shall provide all resources necessary to accomplish the tasks as described in the Performance Work Statement (PWS). Please reference the attached RFQ for the PWS, as well as all applicable provisions and clauses. The following factors shall be used to evaluate offers: Technical, Performance Schedule, and Price. Technical: To be determined technically acceptable, the offeror must submit the following with its proposal: A.At least five years of company experience, references to show knowledge of successful completion of work on medium and high voltage transformers, switches, and power distribution circuits. In addition, the proposal shall include employee qualifications, minimum of five years, in repairing or installing medium and high voltage transformers, switches, and power distribution circuits. B.A copy of its quality control program C.Proof of licenses or certificates of employees that will be performing the work in this contract All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed performance schedule is more favorable than that of other offerors.
