Description
THIS NOTICE IS PROVIDED FOR PLANNING AND INFORMATION PURPOSES ONLY. WORK WILL BE PERFORMED DOMESTICALLY ONLY. The Department of State and its various Bureaus have requirements for Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide administrative, management, professional and technical program support services. The future contracts will replace and/or augment the existing Professional, Technical, Administrative Program Support Services (PTAPSS) and Professional Employee Service (PES) Contracts which will expire during the period January 2015 thru September 2015 period. The Department also anticipates that task orders issued under the current PTAPSS/PES contracts prior to expiration will continue for up to two (2) years after expiration of the basic contracts. The Department of State Technical, Administrative, Management, Professional Augmentation Staff Services - Domestic (TAMPASS-D) Program will consist of separate Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts for the following socio-economic categories: 1) Service-Disabled Veteran-Owned Small Businesses; 2) Economically Disadvantaged Woman-Owned Small Businesses; and 3) HUBZone Small Businesses. 8A companies are not included in this program and will be addressed separately by the Department of State. The following objectives and activities will need to be fulfilled during contract performance: Objective 1 - Provide administrative, management, technical and professional program support staff augmentation services to meet the performance objectives and business requirements of the Department of State (DoS). Anticipated services include, but are not limited to, the following activities: a. Maintain program continuity, uninterrupted high-quality work, and availability of required competent administrative, management, technical and professional program support service employees; b. Obtain existing and future qualified administrative, management, technical and professional program support service employees to meet the mission objectives of Bureaus and Offices; c. Provide a compensation package that attracts and retains competent administrative, management, technical and professional program support service employees; d. Meet the travel requirements established for the individual administrative, management, technical and professional program support service employees; and e. Provide customers with a positive experience by maintaining a professional and efficient workforce. Objective 2 - Provide administrative, management, technical and professional program support service employees with the personnel security clearances needed to meet the performance objectives and business requirements of the DoS. The pre-solicitation notice is not a Request for Proposal (RFP), but merely informational, as a solicitation for this procurement will be posted on or about September 19, 2014. The solicitation number will be SAQMMA14R0401. THIS ACQUISITION WILL BE CONDUCTED AS A TOTAL SMALL BUSINESS SET-ASIDE COMPETITIVE PROCUREMENT USING FEDERAL ACQUISITION REGULATION (FAR) PART 15 PROCEDURES for the following socio-economic group: HUBZone Small Businesses. A proposal submitted from other than the above mentioned socio-economic category will not be considered by the Department. The NAICS code for this requirement is 541611 with a size standard of $15 million. The Government contemplates awarding one (1) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to the responsive and responsible offeror whose offer conforms to the requirements of the Request for Proposal (RFP). Proposals will be evaluated in accordance with the criteria described in the solicitation on an Acceptable/Unacceptable basis. Award will be made based upon the following best value strategy: Lowest Price Technically Acceptable (LPTA). The estimated maximum value of the Technical, Administrative, Management, Professional Augmentation Staff Services - Domestic - HUBZone Contract is $103M. The period of performance is anticipated to be sixty (60) months and will include a base period and option years. All businesses planning on submitting a proposal to this solicitation shall meet the requirements of Federal Acquisition Regulation SUBPART 19.13 - HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZONE) PROGRAM. Labor rates will be tied to the Office of Personnel Management General Schedule and Executive Service Labor Rates that will be provided in the solicitation package. The HUBZone Small Business will provide staff augmentation services at the GS-5 thru Executive Service equivalent levels. To compete for this opportunity, the company must have a current Department of Defense (DoD) FINAL SECRET or TOP SECRET Facility Clearance at proposal submission (emphasis added). Companies without a DoD FINAL SECRET or TOP SECRET Facility Clearance at proposal submission are not eligible to participate in this competition and all proposals without the requisite facility clearance will be rejected without further explanation. A TOP SECRET facility security clearance (FCL) issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M will be required to fully support the task order requirements anticipated under the Professional, Technical, Administrative Program Support Services II Contract. The Department will sponsor companies selected for award with the prerequisite FINAL SECRET FCL for the TOP SECRET FCL. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of the contract. Refer to https://www.acquisition.gov and https://www.sam.gov. Potential bidders MUST register at FedBizOpps (www.fbo.gov) in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information.
