The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of Provision) The provision at 52.212-1, Instructions to Offerors -Commercial, applies to this acquisition. 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the non-cost factors. The following factors will be used to evaluate quotations: Technical Price Past Performance ADDENDUM to 52.212-2 EVALUATION-COMMERCIAL ITEMS Lowest Price Technically Acceptable. Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors (technical and past performance). Government will review technical and past performance and will rate it on an "acceptable" or "unacceptable" basis. Past performance history shall be used in determining an offeror's acceptable/unacceptable rating. Offeror will be found acceptable under the technical requirements if the offer meets the following salient characteristics: Salient Characteristics: "Portability of system (not fixed to a specific room or treadmill) "Software utilizing analysis of selected joint motions during ambulation (pelvis, femurs, tibia/fibula and foot for interventional purposes) "The software must include a minimum the following parameters and it must also be capable of measuring the critical events: oLoading Response is 0 - 10% of the Gait Cycle "Restrained knee flexion "Restrained ankle plantar flexion "Hip stabilization oMid Stance is 10 - 30% of Gait Cycle "Restrained ankle dorsiflexion "Knee extension "Hip stabilization in the coronal plane oTerminal Stance is 30 - 50% of the Gait Cycle "Heel rise "Free forward full of the body oPre Swing is 50 - 60% of the Gait Cycle "Knee flexion oInitial Swing is 60 - 73% of the Gait Cycle "Knee flexion "Hip flexion oMid Swing is 700 - 85% of the Gait Cycle "Ankle dorsiflexion "Hip flexion oTerminal Swing is 85 - 100% of Gait Cycle "Hip deceleration "Knee deceleration oKnee extension oAnkle dorsiflexion "Optical tracking video with captioned analysis that allows for immediate client feedback (real time) instead of reviewed only by tape. The video data is also immediately available for processing and archiving. "Identifies joint angles during walking cycles and not just step length or weight-bearing. "Interchangeable LED markers "Full report capability including photos and analysis "Three dimensional software program "Therapist should be able to select each of the evaluation parameters "Does not use force plates "Cameras oRecord 24-60 frames per second oCan have from 2 to 8 cameras oComputers are designed to work with the high speed cameras for uninterrupted work flow oCameras are electronically synchronized so each camera records at the exact time with the other cameras and external equipment oImage quality stays uncompressed (high quality) unless the evaluator wants to compress it.
