- CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies TITLE: Evolved Packet Core (EPC) and IP Multimedia Subsystem (IMS) simulator SOLICITATION NUMBER: NB670000-14-03471 RESPONSE DATE: September 22, 2014 CONTACT POINTS: Tiffany Marks, Contract Specialist, (303) 497-7763 Jo-Lynn Davis, Contracting Officer, (301) 975-6337 DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for a Evolved Packet Core (EPC) and IP Multimedia Subsystem (IMS) simulator to be used in the PSCR Division at NIST, Boulder, CO THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to tpm1@nist.gov. Questions should be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334515. This is not a Small Business Set-Aside. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. All offerors shall provide a quotation for the following line items: Line Item 0001: one (1) LTE Evolved Packet Core Simulator Line Item 0002: one (1) LTE IP Multimedia Subsystem Simulator Statement of Work for Procurement of the EPC/IMS Simulator Description of Project Procurement of an Evolved Packet Core (EPC) and IP Multimedia Subsystem (IMS) simulator will enable PSCR staff to answer questions related to Next Generation Networks Priority Services (NGN-PS) and Quality of Service (QoS) on commercial and public safety LTE networks for the Department of Homeland Security's Office of Emergency Communications (DHS-OEC). Description of Equipment The product, as-shipped, will consist of a set of software applications (one for each network element) which run on a dedicated or virtual machine hosted on a Commercial-Off-The-Shelf server. Once installed, the simulated EPC/IMS network elements will communicate with each other and with other parts of an LTE network, e.g. the radio access network, packet data networks, telephony servers, and EPC/IMS network elements. Equipment Specification Generally, the EPC/IMS simulator must be capable of emulating all standard functions found in contemporary EPC and IMS network elements as well as support a wide variety of experimental configurations and 3GPP LTE releases. Specifically, the chosen virtual EPC/IMS product will be shipped (or downloaded) as software and capable of running on a group of Commercial-Off-The-Shelf-servers. The set of servers may support a number of virtual machines which will provide access to each discrete network element commonly found in the IMS and EPC, e.g. the Mobility Management Entity (MME), Serving Gateway (S-GW), Packet Data Network Gateway (P-GW), Policy and Charging Rules Function (PCRF), the Home Subscriber Server (HSS), Multi-Service Telephone Application Server (MTAS), PSTN Emulation Subsystem Application Server (PES-AS), Media Resource Function (MRF), Access Gateway Control Function (AGCF), Media Gateway Control Function (MGCF), Breakout Gateway Control Function (BGCF), Universal Media Gateway (MGW), and a Proxy Call Session Control Function (P-CSCF). The selected product will be capable of sending/receiving input to/from an LTE radio access network (E-UTRAN) operating in any commercial or public safety Band Class such as Band Class 13, 14, or 17 and a software or hardware-based EPC/IMS, as well as signaling and data from packet data networks. Finally, the virtual EPC/IMS solution will offer, either through manipulation of the source code or direct engineering support provided by the vendor, the ability to reconfigure the network elements so that they are able to support a variety of 3GPP releases (past, present, and future) and QoS/NGN-PS configurations. EPC/IMS Simulator Technical Requirements: • Must be capable of simulating multiple eNBs, EPCs, IMS network elements and UEs within the same PLMN. • Must be capable of supporting calls across multiple PLMNs and other standard roaming functionality. • Vendor must provide either application source code or custom engineering support. • Must have 3GPP standard LTE security functions such as authentication (XOR, Milenage), integrity protection (e.g. EIA1 (SNOW 3G), EIA2 (AES), EIA3 (ZUC)), and ciphering (EEA0, EEA1 (SNOW 3G), EEA2 (AES), EEA3 (ZUC)). Mobility Functions • Must have paging, attach, and detach functions. • Must have Tracking Area Update. • Must have Service Request, S1-Release. • Must have NAS piggyback. • Must have Pathswitch. • Must have 4G handovers between adjacent cells. • Must have 3G/4G packet switched handover. • Must have intersystem handover and CS fallback. • Must have default bearer creation, modification, and deletion (UE and network initiated). • Must have dedicated bearer creation, modification, and deletion (UE and network initiated). • Must have up to 10 simultaneous bearers/sessions per UE. • Must have traffic routing according to TFT settings. • Must have Mobile-Mobile voice calls. • Must have functions which are scalable and extensible. • Must have 3GPP Releases 8-12 and be capable of supporting future 3GPP releases. Delivery Delivery should be FOB DESTINATION and shall take place not later than 1 year after contract award. Quoters must include delivery date ARO for the proposed equipment. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 11:00 a.m. Mountain Time on Tuesday, August 29, 2014. FAX quotations shall not be accepted. E-mail quotations shall be accepted at tpm1@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) If no statement is included NIST will assume the quoter has accepted all terms and conditions. Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST's requirements. Experience: NIST will evaluate the extent of the offeror's experience providing similar equipment. NIST will give preference to offerors who demonstrate they have experience delivering the same equipment they are proposing for the current requirement. Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information. Price: The Government will evaluate price for reasonableness. Past Performance, Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. Non-Governmental Acquisition Support The Government may utilize non-Governmental acquisition support for processing of quotations submitted in response to this solicitation. These individual(s) will have access to the quotation information and will be assisting the Contracting Officer in the procurement process by performing services including, but not limited to, preparing the quotations for submission to the technical evaluators, performing past performance checks, and preparing award documents. The non-Governmental acquisition support will not conduct technical evaluations of any quotation and will not be involved in the final decision as to the awardee under this procurement. Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Experience, 3) Past Performance, and 4) Price.
