Description

The Department of Veterans Affairs - Network Contracting Office 8 - Orlando VA Medical Center, Orlando, Florida intends to issue a solicitation for the purchase of Radio airtime in the Orlando Metropolitan area. The VA anticipates awarding a Firm Fixed Price contract from this solicitation for the Central Florida Veterans Health Care System. A solicitation for services (RADIO AIR TIME) for the Orlando VAMC, shall be conducted in accordance with Federal Acquisition Regulations (FAR) Part 13. The solicitation number is VA248-14-Q-1389. It will be issued as a Request for quotation (RFQ) and will be issued on or about September 17, 2014. The solicitation is Open Market available to all Business. The NAICS code is 541890 (Other Services Related to Advertising). The radio advertisement/media agency will act as a branding campaign for the Orlando My HealtheVet program which will assist in fulfilling the National T-21 initiative for virtual modality. The campaign will allow Veterans and caregivers to become more aware of the benefits the website has to offer using radio advertisement and/or other suggested marketing tools. Scope: The purpose of this task is to provide radio media advertisement for the My HealtheVet program. Contractor will provide 30- 60 second media advertisement (radio air time) which should be aired during the hours of: 6:00am-9:00am and again at 3:00pm-6:00pm, Monday-Friday. Target audience is ages 18-44 and shall include all possible races, color, genders, national origins, religions, creed, disability, sexual orientation, gender identity, and/or gender expressions. The coverage cities should be: Clermont, FL Daytona, FL Kissimmee, FL Orlando, FL Orange City, FL Viera, FL Period of Performance: Base: Approximately October 2014-September 30, 2015 Option Year 1: October 2015-September 30, 2016 Option Year 2: October 2016-September 30, 2017 Each Year will have a peak time of approximately 4 month peak time in which the advertisements will run. This will be determined with the MY HealthyE Vet Coordinator. Place of Performance: Florida in the following cities: Orlando, Kissimmee, Orange City, Clermont, Daytona, Leesburg, and Viera. Background: My HealtheVet is VA's award-winning online Personal Health Record (PHR), located at www.myhealth.va.gov. It offers users anywhere, anytime internet access to health care information, resources, and tools. Launched in 2003, My HealtheVet is the gateway to web-based tools that empower Veterans to become active partners in their health care. With My HealtheVet, users' access trusted, secure, and informed VA health and benefits information, at their convenience. Program Objectives: Reach as many Veterans, their family members and caregivers within the central Florida area. In addition, conduct a performance analysis which is considered a measurable performance standard. All Offerors must be registered in SAM at https://www.sam.gov to be eligible for award.
