Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, is one of 27 research institutes and centers that comprise the National Institutes of Health (NIH) and U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease. The NIEHS office of Management (OM) directs and conducts administrative and facilities management activities for the Institute by providing services in the areas of financial, personnel, acquisition, supply and property management as well as other administrative management; develops policies on administrative management; and prepares and issues procedures and guidelines for the implementation of administrative policies and requirements. PURPOSE AND OBJECTIVES: The purpose of this effort is to acquire miscellaneous compressed gases, bulk tanks, rental of gas cylinders, and drayage for laboratories and facilities to conduct scientific research at the National Institute of Environmental Health Sciences, Research Triangle Park, North Carolina. PROJECT REQUIREMENTS: The miscellaneous compressed bulk gases, cylinder tanks, drayage, and equipment utilized for this requirement must be in compliance with all Federal, State, Local Laws and NIH and NIEHS regulations affecting the safe use and transport of these supplies. The Contractor shall provide certification of tank safety inspections. The Contractor shall provide certification that all gasses meet purity standards as described. All cylinder tanks must be properly labeled with the following Department of Transportation information (DOT): Type and material of construction, service pressure in pounds per square inch gauge, serial number and identifying symbol registered with DOT. Date of manufacture and original test date, inspector's official mark shall appear on the label. ANTICIPATED PERIOD OF PERFORMANCE: The Government anticipates a one-year (12 month) base contract with four (4) one year option periods, and one (1) six (6) month option to extend the contract. The proposed supplies will be obtained through the issuance of individual fixed-price delivery orders. The intended procurement will be classified under the North American Industry Classification System (NAICS) code 325120; Industrial Gas Manufacturing with an employee size standard of 1000. The Government anticipates this contracting mechanism will be an Indefinite Delivery Quantity (IDIQ) requirement. CAPABILITY STATEMENT/INFORMATION SOUGHT: Capability statements should include the following information: a. Company name and address. b. Corporate experience and management capability. c. Examples of prior completed Government contracts, references, and other related information; respondents' DUNS number, organization name, address, point of contact, size and type of business (e.g., 8 (a), HUBZONE, etc) pursuant to the applicable NAICS code. d. Point of contact, including telephone number and email address for company representative. e. Do you have a GSA schedule that could be utilized for these services? If yes, please provide the contract number and point of contact information. f. Lead time in request for specialty gasses and supply of standard gases. g. A brief overview of your firm's capabilities. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
